Finance Committee Meeting: 27th April 2010 in the James Hargreaves Community Hall

Resolution to Approve the Minutes of the Finance Committee Meeting held on 27th October 2009:
Cllr Johnson read through the minutes and it was proposed by Cllr Creed Castle that the minutes were a true copy, seconded by Cllr Tubb and all agreed.

Actions Following the Last Meeting:
The Clerk reported that Cllr Tubb agreed to arrange for a sign to be displayed at the Whitchurch Canonicorum Playground stating that the equipment is intended for use by under 12’s. Cllr Tubb stated that he was unsure if this had been done and would follow it up. Action: Cllr Tubb

Discuss Parish Council Accounts for Year Ending 31st March 2010:
The Clerk reported that the accounts had been seen by Mr Simon Christopher for the yearly internal audit and that no problems or issues had arisen. She reported that monies carried forward at the end of the 2009/2010 financial year totalled £11,036.39. This figure is largely due to money being carried forward for use on the proposed bus shelter and Lengthsman Scheme. Cllr Johnson stated that in light of the current bank balance, the initial budget of £1,500 for the Lengthsman could now be increased to the required £2000. Cllr Tubb explained that new quotations for the bus shelter were being prepared for a 3 bay, 3 seat Cantilever shelter and that these would be in the region of approximately £3,300. Cllr Watt proposed that a figure of £3,500 be set aside for the bus shelter which was seconded by Cllr Tubb and all agreed.

Discuss Purchasing Salt Bins for the Parish:
The Clerk read a letter from Mr Legg of Morcombelake Post Office and an email from Cllr Snook, giving suggestions on locations for new salt bins. Potential locations were discussed and it was agreed that the Parish Council would look into this matter further at the June meeting, with a view to purchasing approximately 10 new bins. The Clerk stated that the bins could be purchased at a cost of £116.00 each from a company recommended by the Upper Marshwood Vale Parish Council. It was agreed that Cllrs would be asked to establish exactly where the existing bins are in preparation for the June meeting so that new locations can be decided upon.

Discuss Budget for Lengthsman Scheme:
It was agreed that a budget of £2000 would be put before the full Parish Council and the Upper Marshwood Vale Parish Council would be notified. Action: Clerk

Discuss Clerks Holiday Pay Entitlement:
The Clerk stated that due to the nature of the job it was difficult to take holiday as post, emails and telephone calls continue to come through. It was therefore agreed that the Clerk be paid holiday pay for any entitlement that she is unable to take. This was proposed by Cllr Watt, seconded by Cllr Tubb, all agreed. The Clerk will make enquiries into how much holiday entitlement would be due and will report back to the Parish Council for any payments to be agreed. Action: Clerk

Any Other Business:
The Clerk reported that a subscription renewal had been received for the Lyme Regis/St George’s Twinning Association for £7.00 and it was agreed that this would be paid. Cllr Creed Castle reported that she has yet to finalise her expenses claim for the recent exhibition.
