Finance Committee Meeting: Monday 29th April 2008 in the Whitchurch Canonicorum Village Hall

Present:
S Johnson (Chairman), K Mansbridge (Vice Chairman), K Tubb, S Creed-Castle, P Watt and C Everidge.

None. Declarations of Interest: None.

Resolution to Approve the Minutes of the Finance Committee Meeting held on 16th October 2007:
The minutes were agreed as acceptable, proposed by Cllr Tubb, seconded by Cllr Mansbridge, all agreed.

Actions Following the Last Meeting:
The clerk reported that the previous clerk had contacted Sheila Chambers, the Morcombelake Homewatch co-ordinator, to establish if she covers the Stanton St Gabriel area but to date no reply has been received. The clerk informed Credit Union that a donation would not be paid to them at this time. Clerk also contacted other clerks within the area to establish if they had received similar requests but to date no replies received.

Resolution to Discuss Parish Council Accounts for Year Ending 31st March 2008:
Cllr Johnson read through the accounts and assets for the parish council. The assets were discussed in detail and a query was raised as to whether or not the figures should show some depreciation from year to year. It was agreed that the clerk contact Simon Christopher, the internal auditor, to establish how the asset values are reached and if depreciation is applicable then how is this calculated.

Cllr Johnson reported that the end of year balance of £10,657.33 was a large sum as two large payments are yet to be made from the 2007/2008 budget, that being the donation towards the Wootton Fitzpaine War memorial Clock works and the donation towards the Whitchurch Canonicorum Well House, totalling £6000. This figure has been carried over and will hopefully be paid within the 2008/2009 financial year. A query was raised as to whether or not the weekly inspections of the Whitchurch Canonicorum Playground were being carried out and the safety book signed. It was agreed that the clerk contact Dale Wright, the caretaker for the Whitchurch Canonicorum Village Hall to check that the book is signed and up to date. Action: Clerk

Resolution to Discuss Allowances for Town and Parish Councillors:
Cllr Johnson told the parish council that she did not feel it appropriate to claim expenses or allowances for her time and work with the parish council. It was discussed and agreed that Char Valley Parish Councillors would not be making a charge for expenses or allowances at this time. This was proposed by Cllr Mansbridge, seconded by Cllr Watt, all agreed.

Life Education Dorset Grant Request:
The work of Life Education Dorset was discussed and it was agreed that their services would be of value to local schools and young parishioners. It was agreed that a donation of £50.00 would be made, proposed by Cllr Creed-Castle, seconded by Cllr Everidge, all agreed.

Citizens Advice Bureau Grant Request:
The Parish Council makes a regular yearly donation to this organisation and it was agreed that a donation of £50.00 would be made, proposed by Cllr Tubb, seconded by Cllr Watt, all agreed.

Age Concern Monthly Donation Request:
This was discussed and agreed that it is something that is more suitable for individuals to donate to rather than an organisation or group. It was unanimously agreed that the Parish Council would not give a donation.

Any Other Late Business:
Cllr Johnson reported that there were no updates on the Whitchurch Canonicorum Well House repairs and that the Wootton Fitzpaine War Memorial Clock works are still ongoing.
