3808 Talk by Brian Wallace Update on Whitchurch Canonicorum
Village Hall: Mr Wallace gave a brief talk on the last few months
proceedings with the Parish Council over the proposed guarantee of a loan.
He expressed his concerns over no decision and reply and asked for a decision
to be made this evening. Cllr Bay reported that this matter would be discussed
on the next item and that a decision would be available then.
3809 Finance: Cllr Bay reported on the Finance Meeting held and
asked the Parish Council for decisions on various items. First item was
a proposed £250.00 donation to the Leisure Bus which will benefit
the children in our area, this was proposed by Cllr Taylor, seconded by
Cllr White, all agreed. Second item was to guarantee any loans for any
organisations, the Finance Committee recommended that the Parish Council
should not guarantee any loans or take out any loans on behalf of other
organisations. It should be left to West Dorset District Council who have
a legal department and the resources to deal with loans. Proposed by Cllr
Taylor, seconded by Cllr Bridle, agreed by 6, 4 abstained. Third item
was the procedure for anyone applying to the Parish Council for a grant,
this procedure was proposed by Cllr Andrews, seconded by Cllr Fortescue,
all agreed. Other items discussed: the Vital Villages money and what it
can be used for (ie setting up of the web site); Char Chat distribution
costs; updating costs of the web site; War Memorial Fund money; notice
board at Stonebarrow Lane; Financial Regulations and Standing Orders.
The Clerk presented the Year ended 31st March 2003 accounts to the Parish
Council, she reported that an internal audit has been carried out. Cllr
Fortescue proposed to sign the accounts, seconded by Cllr Andrews, all
agreed and signed.
Cheques to be signed this month are: Clerks Salary June/July -
£242.47, Clerks Salary July/August - £242.47 (post dated),
Petty Cash - £30.00, Wootton Fitzpaine Village Hall - £12.00,
£3.00 and £12.00, Bopper Bus Organisation - £250.00,
Deane Business Solutions - £51.67, Creeds the Printers - £53.03,
Mr Heap - £625.50, and Mrs Fortescue - £34.52 and £94.20,
proposed by Cllr Bridle, seconded by Cllr Andrews, all agreed.
3810 Public Discussion: Mr Wallace expressed his unhappiness about
the Parish Councils decision to not guarantee the Whitchurch Canonicorum
Village Hall loan and asked for that decision in writing. It was agreed
that the Clerk confirm this in writing. Action: Clerk
Mr Newman commented on the web site and asked if the web site did warrant
expenditure. Mr Chambers reported that various Councils are creating web
sites and reminded everyone that the Char Valley web site has won two
awards to date.
3811 Planning: Wishover, Loves Lane, Morcombelake Cllr Bay
and Cllr Fortescue looked at this application to erect a first floor extension.
It was agreed to objection to this application with a view to a site meeting
as concerns were raised over various issues especially the septic and
soakaway systems.
Castle View, Ryall Cllr Diment and Cllr Cook looked at this application
to erect a garage and construct a new access. Subject to a satisfactory
access which the Highway Authority should deal with, they could see no
problems with this application.
Land Adjacent to Spence Cottage, Wootton Fitzpaine Cllr Chapman
and Cllr Fortescue looked at this application for change of use of agricultural
land to residential curtilage. Although the Councillors had no objections
to change of use they would not be in favour of a change of use which
would lead to any type of permanent buildings, this was also the views
of the next door neighbour.
1 Bowshot Farm, Monkton Wyld Cllr Fortescue and Cllr Briscoe looked
at this application to convert a redundant building into a holiday unit.
The Councillors felt that the design had been done very well but the only
concern was that adequate measures will have to be taken for the extra
sewage disposal.
Green Pitt Knapp, Wootton Fitzpaine Cllr Chapman looked at this
application by Wessex Water to remove a hedgerow during water works. He
could see no objections to this application and Wessex Water has agreed
to undermine the hedgerow if possible.
Planning approvals received: Blackmore Farm, Whitchurch Canonicorum, Spence
Farm, Wootton Fitzpaine, Creehay Cottage, Fishpond and Hinkhams, Whitchurch
Canonicorum. Planning refusal received: Champernhayes Mill, Wootton Fitzpaine
The Clerk read out a statement from the applicant. Planning acknowledgement
received: Spence Farm, Wootton Fitzpaine The Clerk was asked to
find out where on Spence Farm the proposed work is to be carried out.

3812 Reports: Cllr Newson asked if the Parish Council would be interested
in joining the Lyme Regis Area Partnership. He reported that Clive Rennison
the Chief Executive of West Dorset District Council is leaving and his
predecessor will be announced tomorrow.
Cllr Gillespie reported that due to affordable housing being a key topic
the District Council are working away at this subject. Although land is
being offered in this area affordable housing still cannot be built due
to the defined development boundary, however when areas are developed
30% has to be affordable housing. He also reported that the Local Plan
will become final in the middle of 2005 but comments can still be made
on the issues. Finally he reported that the subject of lending money to
Parish Councils by the District Council will be discussed at a meeting
next month, money would have been available for the Whitchurch Canonicorum
Village Hall and the Parish Council would have had to provide the security.
Cllr Brierley referred to correspondence between himself and the Highways
Agency on the A35 at Morcombelake and is very pleased that a study will
commence at the end of the month, having been brought forward by months.
He also reported that that he has spoken to Michelle Boon at Dorset County
Council and she has said that at least 1 perhaps 2 bus shelters could
be made available for Morcombelake. It was agreed that the Clerk contact
Michelle Boon with a view to Cllr Taylor and Cllr Diment meeting her to
discuss suitable sites. Action: Clerk
Cllr Brierley reported that he is on the mobile libraries panel and a
survey will be coming out to all Parish Councils on the subject looking
at weekend or evening stops, looking at suitable places to stop and other
questions. He also reported that he has dates in order that he, Kevin
Cheleda and representatives from the Parish Council could meet up and
travel around the area to look at road maintenance. A date of the 20th
August 2003 was set with Cllrs Fortescue, Johnson and Taylor. Finally
he reported that Dorset County Council are looking into the possible purchase
of portable radars called Smiling Freds. These devices placed around the
area will smile at people who are travelling under the speed limit. Cllr
Bridle asked if Cllr Brierley could look into the matter of a footpath/cycle
way between Bellair and The Ship along with his other matters regarding
the Morcombelake area.
Mrs Creed-Castle asked if people were aware of the meeting with Bob Ashington
regarding the proposed Char Valley Trail, Cllr Bay reported that several
landowners were aware of this meeting.
Mr Newman reported that he is continuing to report footpath matters to
Dorset County Council, some get actioned others not.
Cllr Taylor reported on lack of maintenance on the A35 through Morcombelake
with regards to pavements and verges/hedgerows. It was agreed that the
Clerk write to the Authority requesting work along that section of road.
Action: Clerk
Cllr Taylor expressed his concerns over a reply from Dorset County Council
on Safer Routes to School, it appears to be that a child has to be killed
before action taken. It was again agreed that the Clerk write to Dorset
County Council expressing concern at their attitude even though funds
are available for works. Action: Clerk
Cllr Johnson says that she has reported a water leak in Gassons Lane,
Whitchurch Canonicorum but as yet still nothing has been done. She also
reported that Gassons Lane is very uneven following the resurfacing.
Finally she reported that she has received complaints about the overhanging
trees at Pitt Hill, Whitchurch Canonicorum, they are damaging tractors.
The Clerk will report this to Dorset County Council. Action: Clerk
Cllr Diment reported on milestones on the A35 between Morcombelake and
Charmouth, the one at Newlands Corner is leaning but generally they need
reseating and looking after. The Clerk will write to Dorset County Council.
Action: Clerk
Cllr Chapman reported that there are lots of drainage problems and pothole
problems in the Monkton Wyld area but they can be reported at the 20th
August 2003 site visits.
Cllr Richards reported that the street name plate at Star Lane has been
damaged and needs replacement, the Clerk will write to West Dorset District
Council. Action: Clerk
He also reported on a letter from West Dorset District Council regarding
replacement water main at various locations in Whitchurch Canonicorum.
Cllr Bridle reported that Oliver Letwin is taking 6 people to see the
Minister of Transport. Matters to be discussed are the HGV diversion study
and the RMS study programme. He also reported that there is a new Chairman
at WATAG but meetings will take place in the next couple of months to
decide whether WATAG continues. Finally he expressed concerns over the
lack of attendance of the Stanton St Gabriel District Councillor, Mrs
Summers, it was agreed that the Clerk write asking if she could attend
a meeting soon. Action: Clerk
Cllr Briscoe reported lots of water coming from Wootton Hill, even in
the dry weather. It was agreed that the Clerk write to West Dorset District
Council informing them of this matter especially near Tempest and Dodpen
Hill areas. Action: Clerk
Cllr Fortescue reported on a Bridport CI meeting which explained the Scooter
Scheme. This scheme rents scooters at subsidised rates for up to 6 months
to 16 to 25 year olds in rural areas who need to access work or education.
She also reported on a Bridport Area Partnership meeting which included
a talk by the St John Ambulance on Carers courses, the Welfare Benefits
Project which can help people to find the correct benefits and an Area
of Outstanding Natural Beauty Management Plan workshop.

3814 Parish Plan: Cllr Fortescue reported that various people
have very kindly written up articles on the areas within the Parish to
put in the Parish Plan. Apart from that the Parish Plan is coming along
quite quickly.
3815 Conservation Area at Whitchurch Canonicorum: Cllr Bay asked
if any further communication had been received from Mr Parker regarding
the area opposite the War Memorial, Cllr Richards confirmed that as yet
no. It was agreed that in a weeks time the Clerk write to West Dorset
District Council asking them to pursue the matter with Mr Parker regarding
the wall and generally the whole site. Action: Clerk
3816 Footpath/Cycle Path Between Bellair and The Ship: This matter
was fully discussed under Reports and left with Cllr Brierley to pursue.
However Cllr Richards believed that this idea would be very dangerous.
Cllr Chapman believed that cyclists should be encouraged to go through
the Vale rather than use the A35.
3817 A35 Hedgerows and Grass Verges: This matter was fully discussed
under Reports and left with the Clerk to pursue.
3818 General Maintenance of the Roads Around Morcombelake: This
matter will be discussed at the meeting on the 20th August 2003.
3819 Any Other Business: Cllr Taylor expressed his concerns on
the whole issue of Mr Wallace and the Whitchurch Canonicorum Village Hall.
He believes that all along there have been crossed wires, and that the
approach from Mr Wallace was never a formal one in writing.
