Parish Council Meeting 286: 14th February 2005 at Wootton Fitzpaine Village Hall

3973 Code of Conduct: Cllr Fortescue reminded all the Councillors that they have signed up to the Code of Conduct, which is a legal document. She reminded all Councillors to treat others with respect at all times making sure that they do not bring the Council into disrepute. Councillors must all accept the democratic decisions voted by the Council and should not write personal letters to other authorities in support or against a decision taken at a council meeting, such as a planning matter. Finally she asked all Councillors to read the ‘Good Councillors Guide’.

3974 Declarations of Interest: Cllr Richards, Parish Representative, James Hargreaves Hall.

3975 Minutes of the Parish Council Meeting held on the 10th January 2005: The minutes were agreed as acceptable, proposed by Cllr Briscoe, seconded by Cllr Bay, Cllr Taylor abstained, all agreed.

3976 Actions Following Last Meeting: The Clerk reported that the salt bin has been ordered and received, Nettlemore Farm Fishpond track reported and will come up under correspondence, drains and potholes reported to Dorset County Council, overgrown hedges on the A35 reported to Connect Road Operators and the Blackmore Farm Whitchurch Canonicorum pond was not part of the planning application.

3977 Finance: Clerks Report: The Clerk reported that West Dorset District Council have confirmed our Precept for 2005/2006, a thank you has been received from the Samaritans for the donation, a letter has been received from the Countryside Agency asking if any more money is needed for the Parish Plan and a letter has been sent saying the project is complete and finally a request has been received from the WRVS for a donation, it was agreed that this will be considered in April 2005 along with other regular requests for donations. Payments: Clerks Salary, £265.74 – Wootton Fitzpaine Village Hall, £14.00 – Whitchurch Canonicorum PCC, £230.00 – Wootton Fitzpaine PCC, £262.00 – Monkton Wyld PCC, £195.00 – James Hargreaves Community Hall, £40.00 – Stanton St Gabriel PCC, £40.00 – Fishpond PCC, £40.00 – Wybone Ltd, £297.38 – Xcalibre, £46.94 – Ordnance Survey, £55.81 – H M Prison, £272.60 (retrospective), proposed by Cllr Richards, seconded by Cllr Bridle, all agreed. The meeting was suspended for the Public Discussion item.


3978 Public Discussion:
Mrs Broughton read out a statement of her objection to the Bay View Morcombelake planning application, due to the problems with the soakaway. Mr Fouracres the owner and applicant of Bay View Morcombelake spoke on this to try and allay the fears of Mrs Broughton and the Parish Council. Cllr Fortescue explained that disputes between neighbours cannot be dealt with by the Parish Council. Mrs Barbara Collins spoke on behalf of the Stonebarrow Residents Association. Firstly there is a meeting on the 21st February 2005 with the planners of West Dorset District Council regarding the Tetra mast. She also reported that she has given a letter to the Clerk regarding the Newlands Caravan Park at Charmouth planning application, there are no objections but there are comments on the screening and light pollution in the area. She reported that the Fair Folly, Stonebarrow Lane planning application is up for approval. Finally, further up the lane at Westhay, Stonebarrow Lane, works have damaged the banks and road. Mr Simon Taylor the owner and applicant of Gopse Gate, Whitchurch Canonicorum spoke on his amended planning application just received. He reported that the first application was refused by West Dorset District Council on seven counts, five of which were about the design. The footprint is the same, the dormer, turrets and balconies have been removed, however the roof is a little higher than before. Ms Joyti Fernandes spoke on the proposed barn at Five Penny Farm, Wootton Fitzpaine. She asked if the Parish Council had any comments as to where they should site it, Cllr Fortescue reported that the Parish Council had not received this application and comments could not be given at this stage. The meeting was restarted.

3979 Planning: Bay View, Morcombelake – Cllr Taylor and Cllr Diment looked at this application to erect a single storey extension with hipped roof and a first floor extension to the rear. It was agreed to recommend approval of this application, however it was agreed to comment on the statement of objection by Mrs Broughton and ask West Dorset District Council to look carefully at the drainage and soakaway as this is a known problem in the area. Newlands Caravan Park, Charmouth – Cllr Andrews looked at this application to remove Condition 1 of 1/W/1998/0119 and remove static caravans and replace with 15 chalets. It was agreed to recommend approval of this application and ask for further screening for near neighbours on the Stonebarrow Lane side and keep light pollution down to a minimum due to a local bat colony and near neighbours. Gopse Gate, Whitchurch Canonicorum – Cllr Bay, Cllr Richards and Cllr White looked at this application to demolish existing dwelling, erect a new dwelling, barn and polytunnel, site caravan for temporary period and construct a new pedestrian access. Cllr Bay’s concerns were that the pole barn was rather high and that the new access would be only used for agriculture occasionally and that the polytunnel was too far out and could it be brought nearer to the development. Mr Taylor answered her queries on those matters. Cllr Richards and Cllr White were happy with the design but were still concerned at the siting of the polytunnel. It was agreed to recommend approval of this application and ask that the polytunnel could be brought in nearer to the development. Dodpen Stables, Fishpond Bottom Road – Cllr Fortescue and Cllr Briscoe looked at this application to replace an existing stable building with a dwelling for staff accommodation. It was proposed by Cllr Bay that they should prove the viability of the business before providing staff accommodation and that refusal should be recommended, eight councillors voted for the motion, Cllr Briscoe voted against. Cllr Fortescue reported that farms and land are being split up into small sections and then dwellings are being erected on these, this should also be put on the comments sheet to West Dorset District Council. Planning approvals received: Mon Abris, Verriotts Lane, Morcombelake, Creehay, Fishpond Bottom Road, Whitchurch Canonicorum, Fair Folly, Stonebarrow Lane, Charmouth and the James Hargreaves Community Hall, Morcombelake. Planning refusal received: Dodpen Farm, Fishpond Bottom Road, Whitchurch Canonicorum.

3980 Reports: Cllr Newson reported that the District Council Council Tax proposal is £5 a year on Band D. Cllr Gillespie reported that the District Council Council Tax proposal is 4.6%, County Council is 4.3% but no word on the Police yet, however it has so far been kept to under 5%. Cllr Summers reported on the new Licencing Act and asked that the Parish Council have been kept up to date with the literature from West Dorset District Council. She reported that there has been no deluge of applications as yet, the applications are 19 pages long and need to be photocopied 5 times to the relevant authorities so there is a lot of paperwork involved. Finally Cllr Newson asked if Cllr Richards could forward him the details on the benches from H M Prison. Action: Cllr Richards
Cllr Bridle reported on behalf of Cllr Brierley regarding a meeting which he chaired regarding the coast path closure east of Charmouth. It was a meeting between the County Council and graziers along this stretch, the graziers want a 3metre wide strip, however Cllr Brierley would like this to be 5 metres. Cllr Bridle also reported on the Stanton St Gabriel footpath closure, he has spoken to Helen Mann and they will be looking into it during March 2005. Cllr Bridle also reported on the disappointing letter received from the Department of Transport via Oliver Letwin, it was agreed that the Clerk give all Councillors a copy of the letter and it will be discussed at the March 2005 agenda. Cllr Johnson reported that the next Whitchurch Canonicorum Village Hall meeting will be on the 17th March 2005. She also reported that the new floor has been laid but already has been damaged by skate boarders.
Cllr Fortescue reported that the central heating system in the Wootton Fitzpaine Village Hall is going to have to be updated in the near future. Cllr Richards reported that the James Hargreaves Community Hall are working hard on fundraising ideas for this year, they have asked Hugh Fearnely-Whittingstall to open the Summer Fete and he has sent some signed goodies for them to sell. Cllr Taylor reported that the site has been secured due to the instability of the end wall and the rebuild should start soon. Cllr Bridle reported that WATAG are looking into hospital transport. Poole Hospital has stopped volunteer drivers which cost patients around £12.00, now patients have to pay around £30.00 and this may happen at Dorchester Hospital too. Cllr Johnson reported that she has spoken to the Whitchurch Canonicorum Churchwardens regarding the positioning of Mr Wilf Barnes seat in the churchyard and Cllr Richards is to get in contact with Mr Brian Roper. She also reported that she has heard nothing from the family regarding the plaque as yet. She also reported that work near Stockham Bridge Whitchurch Canonicorum will start in March 2005.
Finally she has a report that the paper recycling bin is always full in the Five Bells car park at Whitchurch Canonicorum, it was agreed that the Clerk report this to West Dorset Services. Action: Clerk Cllr Taylor reported that the hedges along the A35 at Morcombelake have been cut back by Connect Road Operators and also Mr Harrington. Cllr Briscoe reported that more defined routes are needed for horse riders in the area and that we should organise a meeting between the Three Counties Bridle Path Group and Dorset County Council to sort them out. Cllr Bridle reported that the Three Counties Bridle Group meet for their AGM on the 4th March 2005 at the Five Bells in Whitchurch Canonicorum. It was agreed that the Clerk give Cllr Briscoe Dorset County Council’s telephone number. Action: Clerk
Cllr Fortescue reported that she had attended an AONB seminar today. It was a very good meeting which looked at the historic landscape and management for the future. Cllr Fortescue also reported that quad bike racing had taken place at Bowshot Farm and having spoken to Mr Day marshals were put on gates rather than closing the right of way to the public. These events are allowed but limited to 14 days a year and the site must be completely cleared between races. Finally she reported that the Whitchurch Canonicorum and Wootton Fitzpaine playground signs have now been installed.

3982 Quotations for Repairs to Well House, Whitchurch Canonicorum: Cllr Fortescue reported that quotes should be obtained for the first stage of the repairs to Well House at Whitchurch Canonicorum, this would be to take the ivy off of the roof and do some general repointing before the next stage is considered. It was agreed to get quotes from Mr David Joyce, St Blaise and Mr Andy Hughes. It was agreed that the Clerk write a letter to all three quoting from the letter from West Dorset District Council Listed Buildings Officer. Cllr Fortescue reported that these works and future alteration could possibly all be subject to grant funding. Action: Clerk

3983 Report on Tetra Mast, Stonebarrow Lane, Charmouth: Cllr Fortescue reported that Mrs Barbara Collins covered this report under the public discussion item, however a meeting had taken place on the 19th January 2005 chaired by Oliver Letwin and negotiations were under way to find a suitable site for the mast. Cllr Bridle reported that once suitable sites were found they would be put to the Planners at West Dorset District Council. A meeting is scheduled for the 28th March 2005 with Andrew Jordan and David Evans and Mr Loosemore is happy to move the mast further away from people.

3984 Report from Affordable Housing Steering Group: Cllr Fortescue that the Affordable Housing Steering Group for Whitchurch Canonicorum consists of herself with Cllr Richards, Cllr Bay, Robin Fairbrother, Simon Christopher and more recently Pete Ray. Cllr Richards reported that land has been offered and he is in the process of plotting them on a map for Andy Lloyd to give to the Planners at West Dorset District Council. Action: Cllr Richards

3985 20mph Limit through Whitchurch Canonicorum and Other Villages: Cllr Fortescue reported that this subject came through a suggestion from Simon Christopher via Cllr Brierley. Cllr Johnson expressed her concerns over more signs in the village, there are already too many. Cllr Bridle reported that if there is a speed limit, signs have to be put up to enforce the law. Cllr Fortescue reported that the AONB group were trying to examine ways of slowing traffic down other than putting speed limits, such as traffic calming schemes. It was agreed that the Clerk write to the Traffic Management Section at Dorset County Council asking them of the possibility of a 20/30mph speed limit through the local villages before this matter is taken any further. Action: Clerk

3986 ‘Buying Land’ Advert on the Parish Magazine: Cllr Fortescue reported that this item was brought up by Cllr Brierley who is concerned over this advert, there is no name given, only answer machine message if you call the number and for what purposes is the land wanted? It was agreed that Cllr Fortescue contact Mr Howard Thomas the editor of the magazine to get details of the advert. Action: Cllr Fortescue

3987 Travellers Trading in Charmouth Tunnel: Cllr Fortescue reported that a complaint had now been received regarding the travellers in Charmouth Tunnel trading car parts/machinery. It was agreed that the Clerk write to the Highways Agency reporting that a complaint had been received. Action: Clerk

3988 Playground Lease at Whitchurch Canonicorum Village Hall: Cllr Fortescue reported that this matter is still unresolved and due to a new Chairman/Committee it should be discussed again. It was agreed that Cllr Andrews speak to the new Chairman, Les Smith to see if the Village Hall’s solicitor could draw up a legal document and the Parish Council pay for it. It was also agreed that the Clerk contact West Dorset District Council’s Legal Department to see if they could draw up a legal document if it was needed.

3989 Items for the Next Agenda: Cllr Bridle reported that Stanton St Gabriel Parish Meeting has been arranged for the 9th May 2005 and the other Parishes should be reminded to organise theirs, it was agreed that the Clerk place this item on the March 2005 agenda. Cllr Fortescue reminded people that items are needed for the next publication of the Char Chat. So far, the budget for 2005/2006 and local bridleways will be put into the next issue. Action: Clerk
