4057 Apologies: R Andrews and D Newson. 4058 Declarations Of Interest: None. 4059 Minutes of the Annual Parish Council Meeting held on the 9th May 2005: Subject to one minor typing mistake the minutes were agreed as acceptable, proposed by Cllr Taylor, all agreed and signed. 4060 Actions Following Last Meeting: The Clerk reported that she had written all the letters asked for and the replies would come up under correspondence. She also reported that Mr Hughes has completed the Well House repairs at Whitchurch Canonicorum. The Clerk asked if Cllr Richards could have a look to see if the work is satisfactory before the invoice is paid at the July Meeting. Action: Clerk 4061 Co-option of Whitchurch Canonicorum North Ward Parish Councillor: Cllr Fortescue reported that Mrs Christine Bailey is the only interested person for the vacancy of Parish Councillor. Cllr Fortescue proposed that she becomes a Parish Councillor and this was unanimously agreed. Mrs Bailey then joined the Council and signed the Declaration of Acceptance of Office. 4062 Finance: Clerks Report/General Matters: The Clerk reported that a letter of thanks has been received from Whitchurch Canonicorum Village Hall Committee for the grant money. Resolution to Approved Audited Accounts, Internal Auditors Statement and Statement of Accounts: The Clerk reported that an internal audit has been carried out by Simon Christopher and everything is in order and the accounts are ready to go off for the External Audit. The accounts, auditors statement and statement of accounts were agreed as acceptable, proposed by Cllr Briscoe, unanimously agreed and signed. Payments: Clerks Salary and Expenses, £298.81 – Whitchurch Canonicorum Village Hall, £30.00 – James Hargreaves Community Hall, £7.00 – Allianz Cornhill, £59.40 – DAPTC, £10.00 – Petty Cash, £124.00. Proposed by Cllr Taylor, unanimously agreed. 4063 Public Discussion: Mrs Rorstad reported on the Scythe Festival at Wootton Fitzpaine. She said that shetook photos on the day and that this was a totally unsuitable site for the event; carbon pollution in the air; parking all along the lanes; inadequate signing; camping on site for many days; men and women urinating near Mrs Hills house and around 100 cars on site. Mrs Hill reported that there are still people living on site or camping and Cllr Fortescue asked that the Clerk report this on to the Enforcement Officer at West Dorset District Council. Mr Izatt also reported that Chalk and Cheese had supported this event and it was with the Parish Councils support and that the Parish Council had approved the whole event, Cllr Fortescue denied this was the case. Mrs Rorstad reported that Mrs Hill was the most affected by this event and no Officers visited her to understand her concerns. Mrs Hill also reported that youths were seen chopping up trees in the wood, people urinating and large vehicles using the narrow lanes. Action: Clerk Mrs Collins expressed her concerns over the Public Entertainment Licence for Stonebarrow Lane for the end of June. She is concerned over the safety aspect of traffic using the lane especially for pedestrians who use it frequently. She also reported her disappointment at the planning application for the Tetra mast and asked for the Parish Councils support on objecting to this application. Mr Perry thanked the Parish Council for their support on fighting the siting of the mast. Mr Taylor spoke on his two planning applications for Copse Gate at Whitchurch Canonicorum following talks with West Dorset District Council. The first application is to lift the floor level slightly which the planners are happy with, the second application is to build a basement for storage, however the planners are not so happy with this and the Parish Councils help on both of these would be very much appreciated. 4064 Planning: Greenlands Farm, Morcombelake: Cllr Diment and Cllr Taylor looked at this application to erect a first floor extension, sun room and new garage. They recommended approval, however they did express concerns that another already large house was being made even bigger. Frodsham Motors, Morcombelake: Cllr Bridle, Cllr Diment and Cllr Taylor looked at this application to erect a new shop with a gas compound. They recommended approval, however they did have queries over a boundary wall. The Clerk reported that the applicants have now decided not to sell gas from the shop. Kilravock, Main Road, Morcombelake: Cllr Diment and Cllr Taylor looked at this application to erect a single storey extension, conservatory and garage. They recommended approval. 4065 Reports: Cllr Brierley reported that he has had confirmation from Dorset County Council that the Sherborne Turf Company whose articulated lorry became stuck up Stonebarrow Lane, Charmouth will make good any damaged caused. He also confirmed that a Councillor from Chideock had become involved in the area and has been advised to leave Char Valley matters to the Char Valley Parish Council. Finally he reported on damage to the verge and his dry stone wall outside his own property by a 4 metre wide roller behind a tractor. This matter is going to be resolved amicably however it does bring to light that hedgerows in the area are being eroded by large vehicles. Cllr Johnson reported that she has the minutes of the last Whitchurch Canonicorum Village Hall meeting and that the next meeting will take place on the 30th June. Cllr Richards reported on the James Hargreaves Community Hall latest news. The Barn Dance made a profit of £180 and the Summer Fete is going to be held on the 19th June. He also reported that two oak trees have been removed at Ryall near Hit N’ Miss due to them interfering with wires and that these trees were not subject to Tree Preservation Orders. Cllr Bridle reported that the Bridport Local Area Partnership has formed a working party on the Coastal area/Heritage Site as the influx of visitors is causing problems such as traffic problems on the road to Seatown and inadequate sewage systems for the public toilets at Burton Bradstock. Cllr Diment reported that he attended his first WATAG meeting recently. The number 73 route was discussed and this is a route from Bridport to Maiden Newton where you ring up and ask for the service. Cllr Diment could not understand how this would work and be viable but if it is successful it may be used on other routes, perhaps in our area. He also reported that Cllr Murray from Chideock Parish Council reported that they will have their pedestrian crossing by the end of the summer of this year. Finally he reported that rising transport fees to Poole Hospital were discussed and WATAG will be protesting on this matter. Cllr Diment asked if the Clerk could write to Dorset County Council asking if the redundant timetable post by the Ship Inn bus shelter could be removed and the one opposite on the Lyme Regis site could be re–erected as it is leaning badly. He also asked if a letter could go to Dorset County Council asking that a tarmac lip could be installed at Springbottom, Verriotts Lane, Morcombelake as they are having trouble with water flowing down the road and into their property. Cllr Briscoe asked if a letter could be sent to Dorset County Council reporting that the road from the B3165 to Wootton Fitzpaine is in an awful state following surface dressing, the surface is already breaking up as repairs were not completed to the old road surface before it was surface dressed. Cllr Fortescue reported a large pothole near Green Pit Knapp Bridge at Wootton Fitzpaine. 4066 Correspondence: West Dorset District Council, County Council Election Results and Casual Parish Council Vacancy – West Dorset District Council, Old Telephone Exchange property Change of Name – West Dorset District Council, Planning Appeal at Five Penny Farm, Wootton Fitzpaine – Dorset County Council, School Provision – Mr Bell, Sewage Spill at Morcombelake – Connect Road Operators, Work to the A35 at Morcombelake – South West Dorset NHS, Out of Hours Emergency Telephone Numbers – Dorset County Council, Footpath 102 Stanton St Gabriel – DAPTC, Circulars 08-05 and 09-05 – James Hargreaves Community Hall, Accounts – West Dorset District Council, Open Day – Westcountry ITV, Filming in Monkton Wyld – HLB AV Audit, Change of Name – Dorset County Council, Snow Plough Relocation. 4067 Public Entertainment Licence for Stonebarrow Hill, Charmouth: Cllr Fortescue reported that letters of objection had been received on this matter, however, there had been some in favour of it too. The main cause for concern was the volume of traffic using Stonebarrow Lane, however Cllr Richards said that traffic coped adequately every year for the Red Arrows. It was agreed to write to the National Trust asking for their policy on holding events up on Stonebarrow and it was agreed to write back to the Licensing Officer asking if traffic could be controlled by radio control, all agreed, Cllr Richards objected and Cllr Bailey abstained. Action: Clerk 4068 Report on the Scythe Festival at Wootton Fitzpaine: Cllr Fortescue read out her own personal report on the Scythe Festival taking into account comments at the meeting tonight and other residents of Wootton Fitzpaine. It detailed the problems with parking and traffic using the lanes and lack of signage. It was agreed that Mrs Hill was the most inconvenienced and it was agreed that the Clerk send the report to local authorities requesting that if the Scythe Festival is to take place again a more suitable site should be found. Action: Clerk 4069 Whitchurch Canonicorum Parish Meeting Report: Cllr Johnson read out the minutes from the Parish Meeting which was held on the 23rd May 2005. Items discussed were the affordable housing, Well House repairs, village speed limits, Parish Councillor vacancy, village signs, church seat and the Village Hall. It was agreed that the Clerk write to Dorset Community Action requesting information on grants for work to the Well House, contact the Listed Buildings Officer with the next step on alterations to the Well House with a view to planning permission to put in a glass door so that the plaque placed on the back wall can be seen and to contact Dorset County Council regarding the speed limit in the village. Action: Clerk 4070 Stanton St Gabriel Parish Meeting Report: Cllr Bridle read out the minutes from the Parish Meeting which was held on the 16th May 2005. Items discussed were the Tetra mast, speed limits in Stonebarrow Lane and Muddyford Lane, road safety on the A35 Morcombelake, high speeds on Charmouth bypass, National Trust and paths, planning breaches and cliff erosion east of Charmouth. It was agreed that the Clerk type up the letters given to her by Cllr Bridle on those various matters. Action: Clerk 4071 Items for the Next Agenda: Cllr Fortescue reported that the agenda has to be looked at to accommodate planning representations and public discussions, she will do this with the help of the Clerk and any comments from other Councillors would be appreciated.
