| Parish Council Meeting 294: 21st November 2005 at James Hargreaves Community Hall, Morcombelake |
1423 Apologies: R Taylor and R Cook. 1424 Public Discussion Period: The meeting was suspended for the public discussion period however, no one had any matters to discuss. 1425 Declarations of Interest: Cllr Andrews declared an interest on the repairs at Well House, Whitchurch Canonicorum. Cllrs Fortescue, Johnson, Briscoe and Andrews declared a non pecuniary interest on the Wootton Fitzpaine and Whitchurch Canonicorum Village Halls. 1426 Resolution to Approve the Parish Council Minutes held on the 10th October 2005: The minutes were agreed as acceptable, proposed by Cllr Bridle, Cllr Johnson abstained, all agreed. 1427 Actions Following the Last Meeting: The Clerk reported that she put the request for salt bins to the Finance Committee, sent Mrs Rigby the AONB document, sent a letter to Tony Mackle of Dorset County Council inviting him to the A35 meeting and sent a letter to West Dorset District Council regarding road sweeping. 1428 Planning Applicants Presentation: None. 1429 Planning: Planning Applications to Note: Brigs Farm, Wootton Fitzpaine – Station temporary agricultural workers dwelling, approval recommended. Spence Farm, Wootton Fitzpaine – Change disused barn to Class B1, recommend approval asking for a tie to the farm. Dodpen Farm, Fishpond Bottom Road – Erect bungalow for agricultural worker, approval recommended. Spence Farm, Wootton Fitzpaine – Construct outdoor horse riding arena, recommended approval asking for a tie to the farm. Approvals to Note: Fernhill Heights, Lyme Road, Fernhill, Dodpen Cottage, Fishpond Bottom Road, Dodpen Stables, Dodpen Farm, Fishpond Bottom Road and Spence Farm, Wootton Fitzpaine. Refusal to Note: Overlea, Monkton Wyld. Withdrawal to Note: Land North of Stonebarrow Lane, Charmouth and St Richard, Loves Lane, Morcombelake. 1430 Resolution to Set Up a Working Group on Speed Limits in Villages Incorporating the Rural Roads Booklet: Cllr Brierley reported that he is on the Highways Committee and applications for speed limits are coming in all the time and the Police say they cannot enforce them. It was unanimously agreed not to pursue this matter and Cllr Fortescue reported that if individual residents want to pursue these matters they can do so but in the meantime parking a car outside your property slows traffic down. 1431 A35 Meeting Report: Cllr Bridle and Cllr Brierley reported on the A35 meeting which was held on the 21st October 2005 and chaired by Oliver Letwin. The Highways Agency say that this stretch of road is still one of the safest roads in the country. Chideock do not want a crossing but would like a bypass to be considered, 30mph limit in Morcombelake and a crossing will be looked at again but are unlikely to be possible, Eype junction to have a further study, no roundabout at Miles Cross, 50mph limit both sides of Miles Cross to be implemented before Christmas 2005 along with SIDs to be installed and foliage trimmed there too. It was agreed that Cllr Taylor discuss the next step with Cllr Brierley and go to ministerial level due to lack of action from the Highways Agency. Cllr Fortescue reported that she will discuss this matter at the next Bridport Local Area Partnership meeting. Action: Cllr Taylor & Cllr Fortescue 1432 Resolution to Accept a Quotation for The Well House, Whitchurch Canonicorum and to Construct a Cone House: Cllr Fortescue reported that she has spoken to Mr Alan Knight regarding traffic cones which are housed in the Well House and he would like to have a ‘cone house’ made and placed nearer to the church. Could this be incorporated in the work to be carried out, this was unanimously agreed. Cllr Fortescue then read through the quotes which have been received for the works. It was tied at 5 votes for Mr Brooks and 5 votes for Mr Joyce to carry out the work, Cllr Fortescue had the casting vote and voted for Mr Brooks based on knowing his woodwork craftsmanship. It was agreed that the Clerk write to Mr Brooks confirming acceptance of the quotation subject to obtaining a grant, listed building consent and giving him a timescale to work to which would be very important. It was also agreed to write to Mr Joyce and Mr Shannon thanking them for their quotations. Finally it was agreed that the Clerk write to the Listed Buildings Officer to arrange a meeting between Mr Brooks, Cllr Fortescue and Cllr Richards. Action: Clerk 1433 Resolution to Reply to West Dorset Partnership Consultation Draft on the Community Plan 2006 – 2010: Cllr Fortescue reported that she has read through this badly written document and it suggests how the Parish Council can help but does not explain how they will achieve their objectives. It was unanimously agreed that the Clerk send this comment in to them. Cllr Fortescue will attend the Workshop to be held on 6th December in Dorchester. Action: Clerk, Cllr Fortescue 1434 Resolution to Comment on the Dorset County Council South West Coast Path Order: Cllr Brierley reported that an agreement has been reached with Lyme Regis Golf Club subject to a valuation and money coming in and on the east side an agreement has also been reached with Mr Loosemore subject to proving ownership of land. Finally he reported that the permissive path at St Gabriels has been officially opened. It was unanimously agreed that the Clerk write to Dorset County Council to totally support the South West Coast Path Order proposals and to thank the team at Exeter for all of their work. Action: Clerk 1435 Resolution to Comment on the West Dorset District Council Draft Statement of Community Involvement: Cllr Fortescue read through this document and found no reference to agricultural buildings and permitted developments within the AONB. She also asked what notice to they take regarding Parish Plans. It was agreed that she would bring these matters up at the next Bridport Local Area Partnership meeting. Action: Cllr Fortescue 1436 Reports: Cllr Newson reported that there is a new protocol for minor amendments on planning applications and Parish Councils will still be notified. Cllr Brierley brought the Dorset Police reorganisation questionnaire to the Parish Councils attention. Cllr Johnson reported on the successful dance at the Whitchurch Canonicorum Village Hall in conjunction with James Hargreaves Community Hall. She reported that there is a Victorian night coming up, bingo and breakfast in January, new tables and lots of second hand chairs. Finally she reported that the AGM is on the 24th November 2005. Cllr Richards reported that the James Hargreaves Community Hall Annual Bazaar raised over £500 and that the dance in conjunction with the Whitchurch Canonicorum Village Hall had been very successful and relations between the two halls were now much better. Cllr Fortescue reported that the heating at the Wootton Fitzpaine Village Hall had been overhauled and now worked very well, new lighting is the next project and then a water heater. There are going to be lots of functions next year for the Centenary and money raised will go to the refurbishment of the hall. She also reported that the Village Hall may ask the Parish Council for a contribution towards the refurbishment of the war memorial clock. Cllr Diment reported that he did not attend the last WATAG meeting, however, looking at the agenda there is lots of activity on the local transport plan and he hopes to get a copy of that. He also reported that there is discussion on the changed bus routes but this does not affect our area. Cllr Fortescue reported that the Bridport Local Area Partnership meet this week and David Evans will be attending. Cllr Fortescue reported that she will be putting forward the issues relating to affordable housing and the reuse with local employment ties of redundant farm buildings. Cllr Richards reported tree work at Hawthorne Cottage and Genista House, Whitchurch Canonicorum. He also reported that a Tree Preservation Order is to be obtained for trees at Arne, Sun Lane, Morcombelake. Cllr Fortescue asked that the Clerk write to Graham Laurie at Dorset County Council asking him for an update on the highways works following the site meetings. Cllr Johnson reported potholes in Cardsmill Lane and Watery Lane, Whitchurch Canonicorum. She also reported that she had received several phone calls with regards to phone line problems at Berne Lane, Whitchurch Canonicorum due to the overhanging trees. The Clerk reported that she had also passed this onto the highways department and will chase them again. Cllr Chapman reported that verge cutting had taken place around the Monkton Wyld area and another awful job had been carried out. It was agreed that the Clerk write to Dorset County Council expressing concerns. Cllr Andrews reported a pothole near Dolphins at Berne Lane, Charmouth. Cllr Fortescue reported that the emergency planning meeting at Wootton Fitzpaine had gone very well, well attended and a list is now in place, of people who can help in emergencies. She reported that Fishpond is to do its own plan and all the plans will be linked together when completed. Finally she reported that the travellers in Charmouth Tunnel have now moved on and gone to Europe and left relatively little mess. The tunnel including the cuttings, sides and woodland have now been sold to Mr Clist and a planning application for reuse of the tunnel is likely to be made. Cllr Diment reported that a small sweeper has been spotted around The Green at Morcombelake and did a good job. He also reported that Pitmans Lane, Morcombelake has been closed due to work by British Telecom. Finally he reported that Luscombe Well Road, Ryall is still in a very bad condition, the Clerk agreed to report this matter onto Dorset County Council again. Action: Clerk 1437 Finance: Clerks Report/General Matters: The Clerk reported that she has circulated the meeting dates for 2006, a payment of £127.50 was now payable to her following receipt of the training bursary fund from NALC and finally Whitchurch Canonicorum Village Hall committee are proceeding with the lease through their solicitors rather than going through Parish Council solicitors. Payments: Clerks Salary & Expenses for November 2005, £314.82 – Clerks Salary & Expenses for December 2005 (Postdated), £298.81 – Clerks Training Bursary Fund, £127.50 – Petty Cash, £40.00 – James Hargreaves Community Hall, £7.00 - Logomotion, £260.00 – Creeds, £53.03 – Mr Kitcher, £425.00 – Wootton Fitzpaine Village Hall, £14.00, proposed by Cllr Bridle, unanimously agreed. 1438 Resolution to Accept the Budget and Set the Precept for 2006/2007: Cllr Fortescue reported that the Finance Committee had met and gone through all the figures and the precept would be up on the year 2005/2006. She pointed out that the money budgeted for village hall grants would be assessed at 5% of the actual grant received and only go to the village halls when the Parish Council have received a copy of the final invoice for that project.
