1564 Public Discussion Period:
The meeting was suspended for the public discussion period. Mr Trevor Chambers reported that the telephone box near Morcombelake Post Office has been jammed with coins and British Telecom do not attend to the problem. Cllr Fortescue reported that she had heard that this telephone box is to be changed to card use only and it was agreed that the Clerk report this matter onto British Telecom again. Mr Newman reported that the no through road sign at Ship Farm, Morcombelake is covered by foliage and needs trimming back. It was agreed that the Clerk write to Dorset County Council. Action: Clerk
1565 Declarations of Interest:
The meeting was re-opened. Cllr Chapman declared an interest on Little Goyle, Monkton Wyld planning application, Cllr Bridle declared an interest on Coldharbour, Stanton St Gabriel planning application, Cllr White declared an interest on Rosemead, Wootton Fitzpaine planning application and James Hargreaves Community Hall finance and Cllr Andrews declared an interest on Whitchurch Canonicorum Village Hall finance.
1566 Resolution to Approve the Parish Council Minutes held on the 12th June 2006:
The minutes were agreed as acceptable, proposed by Cllr Andrews, seconded by Cllr Bridle, all agreed and signed.
1567 Actions Following the Last Meeting:
The Clerk reported that planning application forms have been received and passed to David Brooks, a letter has been sent to Oliver Letwin from Stanton St Gabriel Parish Meeting and a reply is under correspondence, contacted DAPTC regarding elections next year and we have been asked to contact them again in December 2006 for election/Parish Councillors packs, letter sent to Palmers and reply under correspondence, Dorset County Council library closure questionnaires received, written to Liz Daros thanking her for her work on the Char Chat, wrote to Connect Road Operators regarding programme of works and a reply is under correspondence, wrote to Dorset County Council and the Dorset Wildlife Trust regarding verges but have had no reply and wrote to Dorset County Council regarding horse signs and under correspondence. Cllr Fortescue reported that the issue of recycling in the area and West Dorset District Council refusing to give the Parish Council ( and other Parish Councils) a list of households not in the scheme has been reported to the Bridport Local Area Partnership.

1569 Planning:
Planning Applications to Note:
Rosemead, Wootton Fitzpaine - Cllr Fortescue and Cllr Chapman looked at this application to erect a single storey extension and a conservatory. They could see no objections to this and recommended approval.
Planning Applications to Consider:
Crabbs Bluntshay Farm, Whitchurch Canonicorum - Cllr Richards and Cllr White looked at this application to erect a replacement barn. They could see no objections to this and recommended approval.
Little Goyle, Monkton Wyld - Cllr Fortescue reported that this application is to demolish a conservatory, erect a garden room and porch and construct decking. There were no objections to this application and approval was recommended.
Coldharbour, Stanton St Gabriel - Cllr Bridle left the room. Cllr Diment and Cllr Taylor looked at this application to alter the roof pitch on a barn. They could see no problems and approval was recommended.
Cllr Bridle rejoined the meeting.
Dodpen Stables, Fishpond - Cllr Fortescue reported on this application to replace roof and erect a replacement outbuilding. There were no objections to this application and approval was recommended.
Planning Withdrawal: Little Goyle, Monkton Wyld. 1570 Resolution to Decide on Comments on the South West Regional Assembly Consultation Document:
Cllr Fortescue asked if everyone had seen and read this document. She reported that the Bridport Local Area Partnerships working group were dealing with it in detail and it was agreed to work with them on a reply.
1571 Report on Green Lane near Oselhay Farm, Whitchurch Canonicorum Meeting:
Cllr Bailey reported on this meeting which was arranged to discuss the Green Lane and was attended by herself, Cllr Brierley, Mr Newman, Rights of Way and Dorset County Council. Unfortunately the owner of Oselhay Farm, Whitchurch Canonicorum, Dr Tait, was not invited to the meeting and those present did go onto his private land. Cllr Fortescue stated that councillors must give the Clerk the names of all nearby residents who might want to attend a meeting in a case such as this one and they should always contact the owner of any properties in advance, in cases where it is not clear exactly where the Rights of Way go, in order that they do not inadvertently go onto private land. Mr Newman said that he had received a report of the Green Lane being unusable in 2003 and reported it to Graham Laurie of Dorset County Council who denied any knowledge of the report and as yet no reply has been received. Mr Newman reported that the Green Lane should be reopened with preferably a new bridge installed on the boundary to the Upper Marshwood Parish Council. It was finally agreed that the Clerk write to Graham Laurie requesting a report from him following on from the meeting and asking him to liaise with Upper Marshwood Vale Parish Council to get the Green Lane and ford re-opened. 1572 Information on St Georges Day:
Cllr Fortescue reported that she has been invited to this yearly function on the 26th July 2006 but cannot attend, however, Cllr Andrews has kindly offered to go instead.
1573 Reports:
Cllr Richards reported that a Yew tree has been given permission to be felled at Hawthorne Cottage, Whitchurch Canonicorum.
Cllr Taylor reported on the James Hargreaves Community Hall. The building works are progressing satisfactorily, a stall at the Bridport Charter Fair made £200, the AGM is on the 26th July and finally the graveyard needs grass cutting which will be arranged soon.
Cllr Fortescue reported that the next Centenary celebration at the Wootton Fitzpaine Village Hall will be a talk on the archaeology of a chalk land farm near the Dorset Cursus.
Cllr Diment reported that there will be a WATAG meeting this week and he has an item on the agenda regarding the timekeeping on the No 31 bus route.
Cllr Fortescue reported the Parish Councils concerns on the recycling problems in the area and the closure of the Ship Inn at Morcombelake have been reported to the Bridport Local Area Partnership. They will be producing a newsletter/action plan for 2006/2007 which will be available at the Melplash Show.
Mr Newman reported that the Rights of Way five year project is well under way with a new bridge near Oselhay Farm at Whitchurch Canonicorum. He also reported that a resident Mrs McDermott was having trouble walking footpaths between Ryall and Morcombelake due to a new gamekeeper on the Chideock Estate and said that the Parish Council would soon be receiving affidavits from Mrs McDermott on this matter.
Cllr Andrews reported that the culvert near the Whitchurch Canonicorum Church was overgrown, it was agreed that the Clerk write to West Dorset District Council asking them to clear it.
Cllr Chapman reported that the narrow verges in Monkton Wyld had still not been cut and are very dangerous and he also reported that he had received no reply from Graham Laurie on this matter. It was agreed that the Clerk should send a letter out to Cllr Brierley complaining about the lack of response from Kevin Cheleda and Graham Laurie at Dorset County Council.
Cllr Fortescue reported that she has been told that the yellow posts along the verges mean they must be cut in June.
Cllr Taylor reported that the next meeting with Oliver Letwin regarding the A35 at Morcombelake will take place in September/October.
Cllr Diment reported that the Japanese Knotweed in Pitmans Lane/Ryall Road is looking dead. He also reported that the verges need cutting in Pitmans Lane and Ryall Road and that the road is breaking up at Luscombe Road, Ryall. It was agreed that the Clerk report these matters onto Dorset County Council.
Cllr Fortescue reported that Long Lane and Westover Hill, Wootton Fitzpaine have been patched and asked if the Clerk could send a thank you to Dorset County Council. She also reported that British Telecom do not have sufficient lines for everyone to have Broadband in Wootton Fitzpaine and that this matter will be taken up by the Bridport Local Area Partnership to see whether this occurs elsewhere as well. Cllr Fortescue reported that notice board maintenance will be discussed at the next Finance Meeting. She also asked if she could order and pay for the envelopes and stamps for the Char Chat and then personally bill the Parish Council for the stationery, Cllr Taylor proposed, seconded by Cllr Bridle, all agreed.
