1579 Apologies: C Bailey and I Gillespie.

1580 Public Discussion Period:
The meeting was suspended for the public discussion period. Mr Newman reported that he had contacted the Dorset Wildlife Trust regarding lack of responses to correspondence to the Parish Council and that they have apologised for this. Mr Newman asked if he could have copies of the letters involved and he will again follow it up with the Dorset Wildlife Trust, it was agreed that the Clerk would give Mr Newman copies. Action: Clerk

1581 Declarations of Interest:
The meeting was re-opened. Cllr Richards declared an interest on Ashbourne House, Morcombelake, Long Orchard Farm, Ryall and 6 Goodens Hill, Whitchurch Canonicorum planning items, Cllrs Andrews and Johnson declared an interest on Whitchurch Canonicorum Village Hall finance matters and Cllr Cook declared an interest on Long Orchard Farm, Ryall and 6 Goodens Hill, Whitchurch Canonicorum planning items.

1582 Resolution to Approve the Parish Council Minutes held on the 17th July 2006:
Cllr Fortescue reported that matters on item 1571 have been misreported and one sentence should be crossed out. Subject to this alteration the minutes were agreed as acceptable, proposed by Cllr Taylor, seconded by Cllr Briscoe, all agreed and signed.

1583 Actions Following the Last Meeting:
The Clerk reported that she had carried out all her actions and that replies received would be reported under correspondence. Cllr Fortescue reported that the Bridport Local Area Partnership had replied to the Regional Spacial Strategy document. Cllr Chapman reported that the verges around Monkton Wyld have now been cut.

1584 Planning Applicants Presentation: None.

1585 Planning:
Hit and Miss, Ryall - Cllr Diment reported that this property is within Chideock Parish Council's boundary and that Chideock would be happy for the boundary to be changed and put into Whitchurch Canonicorum boundary. It was proposed by Cllr Diment, seconded by Cllr Bridle, Cllr Richards abstained and all agreed that the Clerk liaise with Chideock Parish Council Clerk and then go to the Legal Department at West Dorset District Council to get the process started.

Planning Applications to Consider:
Hit and Miss, Ryall - Cllr Diment reported on this retrospective planning application to erect a conservatory and detached garage. It was proposed by Cllr Bridle to refuse this application on the grounds that the conservatory is not a conservatory, rather an extension as the structure is a tiled roof and not the required amount of glass for a conservatory, out of character in an Area of Outstanding Natural Beauty and that the garage is a fire risk, 5 for and 5 abstentions.

Planning Applications to Note: Springfield, Ryall Road, Morcombelake - Cllr Diment and Cllr Taylor looked at this application to erect a field shelter with yard and stock proof fence and gate. They could see no problems with this and approval was recommended.

Ashbourne House, Ryall - Cllr Diment and Cllr Cook looked at this application to erect a first floor extension to the rear of the property. They could see no problems and recommended approval, however, the only observation is that they were worried that the bank could be undermined and possible damage to the hedge.

Long Orchard Farm, Ryall - Cllr Diment and Cllr Taylor looked at this application to site a temporary mobile home for an agricultural worker. The only observation they had was that the mobile home was not placed in the best area of the farm but the applicant was happy to move the pole barn and place it there. Approval was recommended.

1586 Report on Condition of Land Adjacent to Berehayes, Whitchurch Canonicorum:
Cllr Fortescue reported that an e-mail had been received from residents in Whitchurch Canonicorum voicing their concerns over the condition of the land adjacent to their property. The Councillors are pleased to note that the land has now been cleared of scrub but it has exposed rubbish on site including items marked "hazardous waste". It was agreed that this land within the Whitchurch Conservation Area has been derelict for far too long and it was agreed, 8 for and 3 abstentions, that the Clerk write to Mrs Parker requesting her to move the rubbish within one month and also to contact the relevant authorities.

1587 Reports:
Cllr Newson reported that the Local Plan was adopted on the 26th July 2006 and can be viewed on the web site but it is with the printers and should be with Parish Councils soon. He also reported that the mast at Stonebarrow Lane, Charmouth was refused and that since the last planning committee meeting Arqiva had not carried out any further investigations and said that correspondence had been lost, so that also went against the planning application.

Cllr Brierley reported that the road closure at Wootton Lane, Wootton Fitzpaine had an unsuitable alternative route indicated on the map and that he would contact Dorset County Council to get the route put through Charmouth rather than the rural lanes. He also reported that the letter from Chris Slade regarding the Green Lane near Oselhay Farm, Whitchurch Canonicorum was very helpful. It was agreed that a sub committee/working group be formed to deal with this matter and that site meetings to take place to see what could be done. If it is to be reclassified to a bridleway the cost would be £1,500 to the Parish Council.

Finally he reported that he had talked to Kevin Cheleda at Dorset County Council regarding lack of response to letters from the Parish Council and that this matter could be discussed at the forthcoming highway site meetings. Cllr Andrews reported on the St Georges Day which he attended in July and thoroughly enjoyed. He read out a letter from the Association thanking everyone involved for a wonderful day.

Cllr Fortescue reported that the exterior of Wootton Fitzpaine Village Hall has been repainted and Cllr Johnson reported that there is a Whitchurch Canonicorum Village Hall meeting in September.

Cllr Chapman reported that there is a DAPTC meeting on the 21st September 2006 which he cannot attend but is hopeful that Cllr Andrews can attend for him.

Cllr Taylor reported that the James Hargreaves Community Hall now has an indoor toilet and work still being carried out on site. He reported that the Village Fete made £500 and the Whitchurch Canonicorum Flower Show made £280 towards fundraising and that the Race Night will be on the 14th October. He also asked that the Clerk chase Oliver Letwin on arranging a meeting with the Highways Agency regarding the A35 at Morcombelake. He also asked the Clerk to write to Connect Road Operators asking for the verges along the A35 to be cut especially from the Post Office to Ship Knapp which is particularly bad.

Cllr Fortescue also asked if the Clerk could send another letter to Palmers encouraging them to re-open the Ship Inn at Morcombelake with a copy to the Planning Officer at West Dorset District Council. Cllr Bridle reported on an article in the Bridport News regarding a 50mph speed limit to be imposed on the A35 at Miles Cross which is progress. Cllr Diment reported on a WATAG meeting which he attended and reported to them on the long waits for the number 31 bus, however, at this moment in time nothing can be done about this problem. He also reported that along Sea Road South, bus stops were being asked for with a pedestrian crossing near to Morrisons. Mr Newman added that there are a lot of misunderstandings on the Green Lane near Oselhay Farm, Whitchurch Canonicorum and forming a sub committee/working group is a very good idea.

Cllr Fortescue reported on the circulating Bridport Local Area Partnership newsletter and action plan which they have put together. Matters which they have dealt with are complaints on lack of speed limits promised on the A35 and Local Plan revision comments.

Another meeting is planned to persuade the Jurassic Coast group to allow membership from Parish Councils, especially coastal parishes in the area.

She also reported that there is movement on the affordable housing issue and now that the Local Plan has been adopted Hilary Jordan is looking through the Parish Council paperwork and documents and should be able to comment on these soon.

Cllr Diment reported that he had spent time with English Nature on Hardown Hill and they intend to get the hill back to heathland over time.

Cllr Johnson asked if any Councillors had any items for the Dorset County Council highways site meeting please let her know and she can report them to Kevin Cheleda.

Cllr Chapman asked if there was a party in Charmouth Forest recently and it was confirmed that there was.

Cllr Andrews reported the Whitchurch Canonicorum village sign is missing as you come from Wootton Fitzpaine direction, Cllr Johnson will report this to Kevin Cheleda.

Cllr Fortescue reported that she will chase the Best Kept Village signs with Kevin Cheleda too. Action: Clerk, Cllrs Fortescue & Johnson

Resolution to Arrange a Finance Meeting Date:
Cllr Fortescue set a date for Tuesday 19th September 2006 at 7.30pm in the Wootton Fitzpaine Village Hall as this was acceptable for the Finance Committee.

Resolution to Approve Audited Accounts for the Year End 31st March 2006 and to Send Letter of Thanks to Simon John Christopher Ltd, Chartered Accountants:
Cllr Fortescue reported that the audited accounts were acceptable and no problems found, the audited accounts were agreed as acceptable, proposed by Cllr Bridle, seconded by Cllr Briscoe, all agreed. It was also unanimously agreed to send a letter of thanks to Simon Christopher and his team. Action: Clerk
