1594 Public Discussion Period:
The meeting was suspended for the public discussion period. Mr Howard Thomas thanked the Parish Council in his capacity as Chairman to CPRE for their continuing support of CPRE. He also asked for the support of the Parish Council regarding planning enforcement, especially the issue at Grandview Farm, Morcombelake, which if allowed, others in the area will copy. He urged the Parish Council to report any issues that come to their notice. Finally he asked that the Parish Council contact West Dorset District Council to ask for the 10 years of history on Grandview Farm and it was agreed that the Clerk write to West Dorset District Council requesting this information. Cllr Fortescue said that the Parish Council always reports to Planning Enforcement any unauthorised development brought to councillors' attention. Action: Clerk
1595 Declarations of Interest:
The meeting was re-opened. There were no declarations of interest.
1596 Resolution to Approve the Parish Council Minutes held on the 11th September 2006: Cllr Taylor asked that on Item Number 1585 under planning it reads that Cllr Cook looked at the planning application for Ashbourne House, Ryall and not Cllr Taylor. Subject to this alteration the minutes were agreed as acceptable, proposed by Cllr Briscoe, seconded by Cllr Taylor, all agreed and signed.
1597 Actions Following the Last Meeting:
The Clerk reported that an e-mail from Dorset Wildlife Trust via Mr Don Newman has been received regarding verges so she did not need to give Mr Newman any copies of correspondence. She has written to Oliver Letwin regarding the A35 meeting, written to Connect regarding verges, written to Palmers regarding the Ship Inn, Morcombelake and written to Simon Christopher thanking him for carrying out the annual audit. Cllr Fortescue reported that a letter has been sent to Mrs Parker requesting the removal of the rubbish in Whitchurch Canonicorum and she has promised to move this as soon as possible.
1598 Planning Applicants Presentation:

1599 Planning: Planning Applications to Consider:
Cuthay Farmhouse, Whitchurch Canonicorum - Cllr Andrews reported that he looked at this application and discussed it with Cllr White to carry out alterations and extensions to the farmhouse. Cllr Andrews felt that the applicants first application would have been more acceptable than this one which would add many new rooms to the farmhouse. It was proposed by Cllr Diment, all agreed, Cllr Richards abstained, that refusal is recommended due to over development of the site and requesting that a site meeting be held by the Planning Committee.
Bonhays Farm, Whitchurch Canonicorum - Cllr Richards and Cllr White looked at this application to erect stables and they could see no problems with this application. It was proposed by Cllr Taylor and all agreed to recommend approval.
Whellers, Ryall - Cllr Diment and Cllr Taylor looked at this application to erect a two storey extension and carry out minor alterations. Cllr Taylor proposed and all agreed to recommend approval of this application. Cllr Diment reported that this site is a greensand site and that the velux rooflights appear to be unsightly, it was agreed to send these comments in to West Dorset District Council.
Applications to Note:
Paddocks Farm, Broadoak - Cllr Richards and Cllr White looked at this planning application for change of use and conversion of barns into workshops. They could see no problems and approval was recommended.
Reeds Barn Cottage, Axminster - Cllr Fortescue and Cllr Briscoe looked at this retrospective planning application to erect a three stall stable. They could see no problems and approval was recommended.
Higher Abbots Wootton Farm, Wootton Fitzpaine - Cllr Richards and Cllr White looked at this application to erect a straw store. They could see no problems and approval was recommended.

General Information to Note:
Cllr Diment read out a letter from the Enforcement Officer at West Dorset District Council in response to a request from Char Valley, updating the Parish Council on the outstanding enforcement issues in the parish. Cllr Diment also read out an e-mail from the DAPTC regarding comments for a new planning guide. It was agreed that the Clerk contact the DAPTC requesting more time on these questions and perhaps get together a working group.
1600 Report from Quality Status Meeting:
Cllr Fortescue read out the minutes of the last meeting held on the 18th September 2006. Items being discussed were the Clerks portfolio, Parish Council administration matters, review of Action Plans from 2003, Parish Audit and Elections for 2007.
1601 Report on A35 Meeting:
Cllr Taylor reported on the meeting which was held on the 6th October 2006. The meeting was attended by Councillors Taylor, Bridle and Diment along with Oliver Letwin, MP, and representatives from the Highways Agency.Cllr Taylor reported that there is no money available for a crossing and suggestions put forward to fund this were a Dorset County Council grant or perhaps a Parish Council mortgage. It was agreed to wait and see what Oliver Letwin comes up with on the funding matter and then put it to a Finance Committee. Any decision would be after a discussion at public meeting to see what public opinion is. Cllr Taylor then reported that a meeting is going to take place on the 2nd November 2006 regarding a proposal for a transport hub at Honiton which could see an increase of 250 lorries a day using the A35 through Morcombelake while work is in progress.
1602 Resolution to Write to Dorset County Council Asking for 'Transfer to X31 and X53 Buses' to be Painted on a Section of the Dorset County Council Owned Lay-by in Front of Newlands Caravan Park:
Cllr Bridle proposed that the Parish Council write to Dorset County Council requesting that two spaces could be allocated on the lay-by for cars so that the elderly can park up and catch a bus, Cllr Fortescue opposed this and all other councillors were in favour. Action: Clerk
1603 Resolution to Write to Dorset County Councils Chief Executive Regarding Road Contracts:
Cllr Fortescue reported that this letter came about from the highways meetings which take place annually and it outlines the Parish Councils concerns over road maintenance contracts and verge cutting contracts. Cllr Taylor proposed that we send this letter with relevant copies, all agreed. Action: Clerk
1604 Resolution to Comment on the Environment Agency Consultation Document Regarding West Dorset Streams:
Cllr Fortescue read through the questions on the document which had to be answered and the Parish Council unanimously agreed on the answers. It was agreed that this was a very good document and that the Clerk send all these answers/comments off. Action: Clerk
1605 Reports:
Cllr Taylor reported that the James Hargreaves Community Hall improvements are continuing and that fundraising is also continuing and doing very well.
Cllr Diment reported that the No 152 Stagecoach bus journey from Seaton to West Bay has been withdrawn.
Cllr Bridle reported that Penny Watts would like to cut back the buddleia at the junction of her house and Dorset County Council land at Gibbs Lane, Morcombelake, it was agreed that the Clerk write to Dorset County Council asking their permission for her to carry out trimming.
Cllr Andrews reported that he has a DVD with the Twinning Association day on it if anyone would like to see it let him know.
Cllr Richards reported that West Dorset District Council have now cleared the culvert by Whitchurch Canonicorum Church and that a smell of sewerage nearby has been reported to the Environment Agency.
Cllr Diment reported that the overgrown no through road sign is still overgrown and the best location to describe it is near Ship Farm farmyard, the Clerk will report this again.
Cllr Taylor reported that Mr Harrington has cut his verges but many residents along the A35 are not.
Cllr Fortescue reported that Wootton Fitzpaine Village have won two awards at the Best Kept Village competition - Best Kept Village Small Village Previous Winner, £100 and International Tree Foundation winner £50. Action: Clerk 1606 Finance:

Resolution to Give An Extra £150.00 to the Bopper Bus Organisation, as Recommended by the Finance Committee:
This was proposed by Cllr Richards, unanimously agreed. Resolution to Order 3 Yellow Salt Bins: Three salt bins are needed for this financial year, Pitmans Lane Morcombelake, Ryall and Mandeville Stoke Lane, Whitchurch Canonicorum. It was unanimously agreed for the Clerk to order these and get them delivered to Cllr Richards. Cllr Briscoe asked if two salt bins could be put in next years budget for the Fishpond area. Action: Clerk
