Parish Council Meeting 305: Monday 8th January 2007 in the Whitchurch Canonicorum Village Hall

Present:

1634 Apologies:
R Taylor, W Chapman and C Richards.

1635 Public Discussion Period:
The meeting was suspended for the public discussion period. Mrs Chambers asked if there was any news on bins for Morcombelake, the Clerk reported that this would be discussed under correspondence.

1636 Declarations of Interest: The meeting was reopened. No declarations of interest.

1637 Resolution to Approve the Parish Council Minutes held on the 20th November 2006: The minutes were agreed as acceptable, proposed by Cllr Briscoe, seconded by Cllr Johnson, all agreed and signed.

1638 Actions Following Last Meeting:
The Clerk reported that she has written a letter to Connect regarding bins at Morcombelake, this will be discussed under correspondence. She has written to Dorset County Council regarding highway matters and there has been some replies to these matters which will come under correspondence. She has written to Jim Fitzpatrick regarding Post Office closures, this will also come under correspondence, she has e-mailed the Tree Officer at West Dorset District Council requesting copies to Cllr Richards and finally she has written to West Dorset District Council regarding Cima Dorada, Morcombelake and again this will be discussed under correspondence.

1639 Planning Applicants Presentation:
Mr Henderson spoke on his planning application for Belle Vue, Ryall. He explained that the previous application for this site had been refused and hoped that this new local architect had been more sympathetic to the area with the design.

1640 Planning:
Planning Applications to Consider:
Shave Cross Inn, Marshwood - Cllr Richards and Cllr White looked at this adjoining Parish Council application to carry out alterations and to erect an extension to an outbuilding. They could see no problems with this and it was unanimously agreed to comment 'no objections'.

Radio Mast, Wessex Water Compound, Hardown Hill, Morcombelake - Cllr Diment and Cllr Taylor looked at this application to install three transmission dishes on the existing mast. It was agreed, 7 votes for and 1 against to recommend approval of this application. Cllr Bridle believed that even though the mast had been on site for over 30 years it was still within 500 metres of properties which the Parish Council had a Standing Order to object to.

Belle Vue, Luscombe Well Road, Ryall - Cllr Diment and Cllr Taylor looked at this application to demolish a dwelling and utility outbuilding and erect a chalet bungalow. They felt that it was a much improved application and in keeping with the area. It was unanimously agreed to recommend approval of this application and it was voted 7 for and 1 against that a condition be put on that no further extensions should be added to the bungalow at a later date.

Planning Applications to Note:
Star Cottage, Main Road, Morcombelake - Cllr Diment and Cllr Bridle looked at this application to demolish a single storey extension and erect a two storey extension and porch. Approval was recommended with a condition that the property should not be divided and sold off as separate properties.

Planning Approvals to Note:
Overlea, Elsdons Lane, Monkton Wyld, Greenings, Fishponds and Stubbs, Bluntshay Lane, Whitchurch Canonicorum.

Planning Refusals to Note:
Pothills Farm, Lower Ryall Lane, Ryall and Land at Grandview Farm, Morcombelake.

1641 Reports:
Cllr Brierley reported that finally it has been decided that four Parish Maintenance Units are to stay rather than the proposed three. He also reported that the road maintenance bid was put in at 9 million but the government will only give 7.5 million so there will be cut backs in structural maintenance. He said that it is a 9% rise in the grant which equates to £78 per person in the County which is the lowest in the shire counties.

Cllr Fortescue reported that lots of work which was reported at the highways meeting has not been done, Cllr Brierley said that there is a restructure in the highway maintenance section coming up and that Graham Laurie should be reminded of outstanding works as soon as possible.

Mrs Creed-Castle reported that she is to organise a Heritage Exhibition for Summer 2008 about the Char Valley area, it will include the conservation area, history of farms, ancient monuments and listed buildings and any other relevant subjects.

1642 Resolution to Discuss/Comment on the Public Path Extinguishment Order 2006 for Footpath 102 Stanton St Gabriel:
Cllr Bridle reported that this extinguishment order is for the footpath on the east side which has been eroded away and replaced by a permissive footpath on the west side. He reported that the County Council had assumed all public liability and that the National Trust were happy with the arrangements. It was unanimously agreed that the Clerk reply to Dorset County Council informing them of no objections that we are happy for them to extinguish it and thanking them for the footpath and assuming public liability on it.Action: Clerk

1643 Resolution to Hold a Meeting of Whitchurch Canonicorum Residents to Discuss the Whitchurch Canonicorum Conservation Area:
Cllr Fortescue reported that conservation areas are being reviewed so the Char Valley area needs to look at this matter before a visit by an officer so that the residents views can be put forward. It was unanimously agreed that this matter be discussed at the Whitchurch Canonicorum Parish Meeting and perhaps a representative from West Dorset District Council could come and talk about it and bring maps to show the whole conservation area. Mr Don Newman thought that this was a good idea as many residents do not know where the conservation area is and what restrictions it causes.

1644 Report from the James Hargreaves Community Hall at Morcombelake Regarding Clearing up of the Site Behind the Hall:
Mr David Crosby the Chairman of the Hall spoke on this matter. He reported that he was not pleased in receiving this letter and complaint but admitted that the area was in a mess, it was a building site and with builders not turning up to clear up the area the site had not been tidy. However, he was pleased to report that the area has been cleared up and looking much better, more than he could say for the derelict garage and Ship Inn! He reported that work inside has started, a toilet installed, and work outside will start in Spring. Cllr Diment reported that he had not complained about the area but was worried about the lack of boundary between the hall car park and the churchyard, Mr Crosby said that he would look into this and get back to Cllr Diment.

1645 Resolution to Discuss the Possibility of Replacing the Seat by the Ship Inn, Morcombelake:
Cllr Diment reported that that the old seat is still in situ but is becoming dangerous and is quite frequently used. Cllr Fortescue reported that monies could be found from this years budget to replace it so it was unanimously agreed to replace this seat and agreed that the Clerk write to Connect Road Operators asking permission to fixing it on their pavement first. Action: Clerk

1646 Resolution to Discuss the Possibility of Purchasing a SID Jointly with Other Local Councils:
Cllr Fortescue reported that Cllr Brierley had asked the Parish Council to consider this item as the County Council had approved the idea in principle. The one off cost of this SID is £500 per Council which includes Upper Marshwood, Symondsbury and Thorncombe. It will be used in each Parish frequently to hopefully reduce speeding in the lanes where there are problems. Cllr Fortescue reported that this money is available in the budget if approved. It was unanimously agreed to purchase a SID jointly with other local Councils.

1647 Reports:
Cllr Fortescue reported that she has circulated a report to all Councillors on meetings which she had attended. These included, Charmouth Library Working Party, West Dorset Partnership, BLAP Steering Group, Planning Seminar and Char Chat Working Party. She also reported that she has also redone the map with the offered sites for the affordable housing as the original had been lost. She also reported that she has asked for a person on the affordable housing committee to be at the meeting with a planning officer which decides whether one of the sites is suitable for affordable housing.

Cllr Johnson reported that there is a Whitchurch Canonicorum Village Hall committee meeting on Tuesday evening. She reported that there are a lot of new members and Cllr Fortescue asked that these details be e-mailed to the Clerk.

Finally she reported that the Farmhouse Breakfast is taking place soon and a ladies night for fundraising.

Mr Chambers reported on the fundraising at the James Hargreaves Community Hall. The Christmas Fayre raised £500, Christmas Party pop in raised £100 through a raffle and donations, the New Year Treasure Hunt raised £110 and finally there is an auction on the 20th January.

Cllr Fortescue reported that the Centenary Ball went well at Wootton Fitzpaine Hall and was well attended and that the dancing classes are to continue.

Cllr Diment read out a report from WATAG from the Minister of Transport on passengers and changes to the transport system. He also reported that there is work on the train signals at Basingstoke and that buses are to be used.

Cllr Briscoe reported that the bridge at Fishpond is in a bad state and that Long Lane is muddy and the hole with bollards around at Wootton Cross is very dangerous.

Cllr Bailey reported a large pothole just outside our area outside Newhouse Farm at Broadoak.

Cllr Johnson reported gullies blocked between Stockham Bridge and Cardsmill Farm, Whitchurch Canonicorum with water coming up through the gratings.

Cllr Andrews reported that Berne Lane, Charmouth is in a mess and will be until Wessex Water had finished their works.

Cllr Diment reported that the van outside the Ship Inn, Morcombelake is still parked up and now untaxed and that there is lots of litter on the A35 between Charmouth and Morcombelake.

Cllr Bridle reported that Mr & Mrs Bell have now left Shedbush Farm and thanked the Parish Council for all of their help over the years.

Cllr Cook reported that a salt bin has arrived at Ryall and could it be filled with salt.

Cllr Bailey reported that a salt bin has also arrived at the Stoke Mandeville Farm area and could this be filled with salt too. It was agreed that the Clerk will report all highway matters onto Dorset County Council. Action: Clerk

1648 Finance:
Clerks Report/General Finance Matters:The Clerk had nothing to report.

Resolution to Apply for a Grant to Review the Village Plan:
Cllr Fortescue reported that money up to £5,000 is available to update the Parish Plan. It was unanimously agreed that the Parish Council apply for a grant but firstly for Cllr Fortescue to put together a budget and discuss at the February 2007 meeting. Action: Cllr Fortescue

West Dorset Partnership, Reply to Parish Plan - Bridport Local Area Partnership, Agenda - Dorset County Council, Highway Matters Reply - Environment Agency, West Dorset CAMS - West Dorset District Council, Change of House Name in Morcombelake - West Dorset District Council, Planning Enforcement Reply - Connect Road Operators, Highways Matters Reply.

It was agreed to write back to Connect asking them why Chideock have litter bins on the A35 and Morcombelake cannot and to give them a location for the proposed SID.

Cllr Fortescue reported on an e-mail from Mr Wragg regarding an A35 meeting and also on a letter from West Dorset District Council regarding quad biking at Bowshot Farm, Monkton Wyld. Action: Clerk
