1654 Public Discussion Period:
The meeting was suspended for the public discussion period, however, the public had nothing to discuss.
1655 Declarations of Interest:
The meeting was reopened. Cllr Richards declared an interest on the Long Orchard Farm, Ryall planning application and Cllr Fortescue declared an interest on the finance section.
1656 Resolution to Approve the Parish Council Minutes held on the 8th January 2007:
Cllr Fortescue reported that on Item 1648 finance section, Wootton Fitzpaine Village Hall £240.00 should read Wootton Fitzpaine PCC £240.00. The minutes were then agreed as acceptable, proposed by Cllr Diment, seconded by Cllr Briscoe, all agreed and signed.
1657 Actions Following the Last Meeting:
The Clerk reported that she has written to Dorset County Council regarding the extinguishment order, written to Connect regarding the seat and highway matters and written to Dorset County Council regarding highway matters. All these items will be discussed under correspondence.
1658 Planning Applicants Presentation:
Mr Cook reported that he was again trying for planning permission on Long Orchard Farm, Lower Lane, Ryall.
1659 Planning:
Planning Applications to Consider:
Long Orchard Farm, Lower Lane, Ryall - Cllr Diment and Cllr Taylor looked at this application to temporarily site a mobile home for an agricultural worker. Cllr Diment said that the appraisal is much better than the previous one and the application meets with the relevant local plan issues and emphasising the importance of agriculture. Cllr Diment proposed that approval is recommended, seconded by Cllr Taylor, Cllr Richards abstained, all agreed.
Befferlands Farm, Berne Lane, Charmouth - Cllr Richards and Cllr White looked at this application to convert two barns into two holiday units and provide a sewage disposal system. It was unanimously agreed not to comment on this application as more information is needed from the District Council. Clarification is needed if this is a barn or rural workshops as it is believed that in the late 80's the barn was given change of use to rural workshops with a grant and perhaps conditions were put on the approval. It was agreed that the Clerk contact the District Council and see if more information can be given and perhaps our comments deferred until the next Parish Council Meeting.
Planning Applications to Note:
Land Adjacent to Orchard View, Reeds Barn, Hawkchurch - Cllr Fortescue looked at this planning application to move two electricity poles. She said that a query was given to the Enforcement Officer as it looked as though a dwelling was being built and no permission had been granted. Cllr Gillespie reported that the building is a barn and not a dwelling.
Marsh Farm, Wootton Fitzpaine - Cllr Chapman and Cllr Briscoe looked at this application to erect a two storey extension. They could see no objections and recommended approval.

Star Cottage, Morcombelake, Radio Mast, Hardown Hill, Morcombelake and Belle Vue, Luscombe Well Road, Ryall. General Matters to Note: Mast Site, Stonebarrow Lane, Charmouth - Cllr Newson reported that the appeal site visit has been cancelled and that another date has yet to be set. Action: Clerk
1660 Reports:
Cllr Newson reported that all election counting will take place at the Corn Exchange in Dorchester on the Friday, the day after voting. He also reported hat the White Paper would like to see more unitary authorities, however, Dorset are going down the lines of the 'pathfinder' liaising closely rather than a unitary authority. Finally he reported that there are discussions with regards to lifeguards on Charmouth beach and surrounding areas due to the population figures.
Cllr Gillespie reported that the District Council rate increase will be 2.5% the same as last year and that £116.00 on a Band D property. He also reported that the District Council are in a fine financial state unlike other local councils who have overspent. Finally he reported on the 'pathfinder' system and why a unitary authority would not work in Dorset. He said that managers would have to go and that Unison are fighting in all corners so it would never work.
Mrs Creed Castle reported that a meeting is needed to firm up details on the forthcoming exhibition in 2008. Cllr Fortescue reported that this is really for the new Council from May 2007 onwards to deal with but that she would look into this matter for her. Action: Cllr Fortescue
1661 Resolution to Agree Dates and Venues for the Parish Meetings:
Cllr Fortescue reported that the dates for the Parish Meetings are as follows:-
Wootton Fitzpaine on the 22nd March 2007 at 7.00pm in the Village Hall, Whitchurch Canonicorum on the 23rd April 2007 at 7.30pm the in Village Hall and Stanton St Gabriel on the 21st May 2007 at 7.30pm in the James Hargreaves Community Hall, Morcombelake.
Cllr Fortescue also reported that at the Whitchurch Canonicorum Parish Meeting the subject of the conservation area will be discussed and leaflets will be put through doors on this matter beforehand. 1662 Resolution to Invite Tara Hansford to the March 2007 Parish Council Meeting to Discuss Rights of Way Issues:
Cllr Fortescue proposed that Tara Hansford be invited to the next Parish Council meeting to discuss various rights of way issues, all agreed. It was agreed that the Clerk write to Tara inviting her along. Action: Clerk
1663 Discussion on the Forthcoming Rights of Way Consultation Document:
Cllr Fortescue reported that this document has now arrived and ready for circulation. It was unanimously agreed that the Rights of Way Officers look at this document and report back at the March 2007 meeting. Action: Rights of Way

1664 Report on the MSC Napoli:
Cllr Bridle circulated a report on the MSC Napoli with details from day one until the present time. He believed that the situation has been handled very well and that he is in communication with the salvors.
1665 Resolution to Comment on Key Issues Regarding the Post Office Network:
Cllr Fortescue reported on a document which asks for comments on the Post Office Network. Cllr Richards said that it was important to support our local Post Office and that the Parish Council should send some comments in. The questionnaire was filled in and the comments emphasised that shops are incorporated in Post Offices and this has not been taken into account.
1666 Details on the Election Pack from DAPTC:
Cllr Fortescue reported that the election pack has now arrived and that most of the forms can be altered to suit each individual Parish Council. She also reported that Liz Daros and Trevor Chambers have done a wonderful edition of the Char Chat with lots of details on elections for prospective candidates. Cllr Briscoe said it was a very good edition.
Finally Cllr Fortescue asked all outgoing Councillors to give any books/leaflets they have, ie Good Councillors Guide back to the Clerk ready for the new Councillors in May. Action: All Councillors
1667 Discussion on the New Code of Conduct:
Cllr Fortescue reported that this document should have been circulated to all Councillors and asked if there were any comments that needed to be sent off. It was agreed that there were no specific comments/questions on this matter but it was agreed that the Clerk comment that the document was much clearer and simplified. Action: Clerk
1668 Discussion/Comments on Reports from Councillor Fortescue:
Cllr Fortescue circulated her report on the various meetings which she has attended in the last month. She attended a planning meeting regarding the Local Development Framework, a Charmouth Library working party and a Bridport Local Area Partnership meeting. There were no questions on these matters.
1669 Reports:
Cllr Taylor attended an A35 Highways meeting and reported that there was no new information to report. He reported that Andy Kirby is our local representative and that Andy Dean is now the manager of the whole organisation. He reported that SIDs are paid for by Connect and we are still on the list waiting for one. Finally he reported that resurfacing near the London Inn will take place end of this year/beginning of next year and that the fog/snow signs on the A35 will be worked manually.
Cllr Diment reported that there was nothing relevant for this area to report from WATAG and that he has also received a DART minutes but nothing relevant there too. It was agreed that the Clerk contact the relevant person and stop the DART minutes.
Cllr Johnson reported that there had been two fundraising events at the Whitchurch Canonicorum Village Hall. The Farmhouse Breakfast made £1,600 and the Ladies Night made £87. Lots more fundraising taking place over the next few months and lots of work continuing inside.
Cllr Taylor reported that the James Hargreaves Community Hall is coming on well and looking very good. It is hoped that the kitchen and flooring will be carried out in the next two months. Finally he reported that the Auction raised £560.00.
Cllr Diment reported that the new salt bin at Pitmans Lane had been stolen before it could be filled. It was agreed that the Clerk report this to PC Bye and write to Dorset County Council to check the other new salt bins to make sure they are full. He also reported that he reported vandalism at the Ship Inn to Palmers and now boarding up has taken place. It was agreed that the Clerk write again to Palmers asking them the latest position on the Ship Inn.
Finally he reported that Mr Sid Green was very unhappy that the mast on Hardown Hill has been given approval.
Cllr Johnson reported that there are still problems with the Gassons Lane/Stockham Bridge/Cardsmill area and that nothing has happened since the last meeting and Cllr Fortescue said this was the case with drains in the Wootton Fitzpaine area. It was agreed that the Clerk write to Dorset County Council again. Cllr Bridle reported that there is a tree/branch down in the layby at the top of Chideock Hill and could this be reported on to Connect. Action: Clerk
1670 Finance:
Clerks Report/General Financial Matters - The Clerk reported that the Precept for 2007/2008 for £16,200 has been accepted by West Dorset District Council. She also reported that the Bopper Bus Organisation has asked for our continued support in 2007/2008 as to have the Citizens Advice Bureau. It was agreed that the Clerk write to the Bopper Bus Organisation informing them that £500 has been put aside for them and that the Citizens Advice Bureau request be put at the March 2007 meeting. Finally she reported that the last cheque to Wootton Fitzpaine Village Hall has been cancelled as it has been lost in the post, so another cheque is needed for £315.00.

Cllr Johnson reported that she had received a complaint that more money is spent in the Wootton Fitzpaine than the Whitchurch Canonicorum area, is there any way of splitting the money/precept up. Cllr Fortescue said that it couldn't and that it evens outs during the years. Action: Clerk
