1730 Meeting Suspended for Public Discussion:
The meeting was suspended for the public discussion period, however, there
was nothing to discuss.
1731 Declarations of Interest:
The meeting was re-opened. Cllr Ray declared an interest on Hinkhams Farm,
Whitchurch Canonicorum planning application.
1732 Resolution to Approve the Annual General Parish Council
Minutes held on the 14th May 2007:
The minutes were agreed as acceptable, proposed by Cllr Mansbridge, seconded
by Cllr Tubb, all agreed and signed.
1733 Actions Following the Last Meeting:
The Clerk reported that she has written to Dorset County Council regarding
the hole in the road outside Little Manscombe, Morcombelake, written to
the WI regarding the seat at the Ship Inn, Morcombelake, contacted Lyme
Regis Town Council regarding SID’s, written to Mr & Mrs Wright
regarding Whitchurch Canonicorum Playground inspections, written to the
Police regarding parking in Whitchurch Canonicorum and written to West
Dorset District Council regarding an abandoned car.
Cllr Johnson reported that the Whitchurch Canonicorum Playground inspection
book has been lost but she has bought a new one for Mr & Mrs Wright.
It was agreed that the Clerk pass on the new one to Mr & Mrs Wright.

1734 Planning Applicants Presentation: None.
1735 Planning:
Planning Applications to Consider:
Plenty Cottage, Whitchurch Canonicorum – Cllr Tubb and Cllr Johnson
looked at this application to erect an extension onto the porch to accommodate
a toilet. They could see no problems and approval was recommended.
Odd Acre, Ryall – Cllr Diment and Cllr Parr looked at this application
to erect a conservatory. They could see no problems and recommended approval.
Late Certificate of Lawfulness Application: Prime Copse,
Marshwood (Adjoining Parish Consultation) - It was agreed that Cllr Bailey,
Cllr Creed-Castle and Cllr Ray look into this matter and report back to
the Clerk.
Planning Application to Note: Hinkhams Farm, Whitchurch
Canonicorum – Cllr Bailey looked at this application to retain entrance
gates and fence and widen access. She could see no problems and recommended
approval.

1736 Reports:
Cllr Robinson reported that the West Dorset District Council affordable
housing document which the Parish Council has is very detailed and will
need to look at it very carefully and reply. He also reported that he
has managed to get a high detailed map of the Thorncombe area for the
Parish Council and if Char Valley Parish Council would like one for their
area please let him know. Finally he reported that the West Bay car boot
sales have generated monies which are available as grants for local communities.
Cllr Brierley reported that a meeting had been held at Lyme Regis Town
Council with regards to the SID’s and was attended by Char Valley
Parish Council. It looks as though the device is cheaper to buy than first
thought and it has been suggested that Parish Councils pay a yearly fee
for Lyme Regis Town Council workmen erecting the device and for the Town
Council to store and charge up the device.
Cllr Tubb said it was a good meeting and welcomed Lyme Regis Town Councils
help on the erecting of the device which would be vital if the scheme
is to work. Finally he said that the mean speed needs to be lowered from
the set mph of 30 to around 20 – 25mph for this area. He also reported
that he had attended a meeting regarding a proposed vehicle inspection
site on the A35 at Monkton Wyld which was arranged by Kate Geraghty at
Chideock Parish Council and attended by the Highways Agency, Police and
Safety Agency.
Cllr Sage reported that another site at Kilmington is also to be looked
into. He reported that the hole at Little Manscombe, Morcombelake has
still not been attended to, it may be a bigger job than what it looks.
Finally he reported that in July a decision on the closure of libraries
will be announced and no libraries will be closed. It is proposed that
the communities will pick up the extra charges but it is proposed that
under used libraries will be used for other community activities.
Cllr Creed-Castle reported that on the 2nd August 2007 a television programme
called the Marshwood Vale in October is to be shown featuring herself,
Mrs Bay and Mrs Colby, it will be shown on the 19th July 2007 on the Meridian
channel.
1737 Resolution to Elect A Vice Chairman:
Cllr Sage proposed Cllr Mansbridge, seconded by Cllr Bailey, all agreed.
1738 Resolution to Elect Absent Councillors to Committees and
Appointment as Representatives:
Cllr Watt has agreed to be the representative for the James Hargreaves
Community Hall and Cllr Ray would like to be on the affordable housing
working group and the planning committee.
1739 General Run Through on Standing Orders with New Councillors:
Cllr Johnson reported that all Councillors have a copy of the Standing
Orders. She asked that if everyone could read them and any questions please
ask anytime.
1740 Progress Report and Agreement to Continue with the Well
House, Whitchurch Canonicorum Project:
Cllr Diment explained to the new Council what has happened so far with
this project over the last few years. The Well House is a listed building
and needs work on in and Mr David Brooks won the contract to carry out
the works which he quoted for in 2005, this included a new door, repairs
to the roof, new floor and grille over the well. So far the Listed Buildings
Officer has not liked the designs but it has been suggested that the Clerk
submit the planning application with designs and get solid feedback from
the Officer to see if we can get the project started again. This project
has stood still for far too long and as it is we have to get another quote
from Mr David Brooks as his original quote was in 2005. It was proposed
by Cllr Bailey to get this project started, all agreed, however it was
agreed that Cllr Tubb and Cllr Creed-Castle look into the matter of who
owns the Well House. Action: Clerk & Cllrs Tubb & Creed-Castle
1741 Resolution to Appoint Representatives to Carry Out Yearly
Highway Inspections with Dorset County Council and Cllr Brierley:
Cllr Johnson reported that this inspection will take place in September
and it is for Councillors to go around with Dorset County Council and
Cllr Brierley outlining all the highway problems for them to deal with.
It was agreed that Cllr Parr deal with the Whitchurch South area, Cllr
Tubb deal with Whitchurch North area, Cllr Mansbridge deal with the Wootton
Fitzpaine area and Cllr Everidge deal with the Stanton St Gabriel area.
1742 Reports:
Cllr Tubb reported that a Whitchurch Canonicorum Village Hall meeting
takes place next week.
Cllr Watt reported that the kitchen and toilets are complete at the James
Hargreaves Community Hall and that there are lots of activities taking
place.
Cllr Diment reported that notices have been placed locally informing
of roadworks to take place between Chideock and Miles Cross in July.
Cllr Ray reported that people are still mentioning to him about a crossing
on the A35 at Morcombelake. Cllr Bailey reported road edge erosion between
Scaddens Corner and Prime Lane, Whitchurch Canonicorum, it was agreed
that the Clerk report this to Dorset County Council.
Cllr Everidge asked a letter could be sent to Dorset County Council asking
if the cliff fall notices are adequate enough, it was agreed that the
Clerk write to Dorset County Council. She also reported that John Bridle
would be happy to be the A35 representative if the Parish Council so wished,
it was agreed that he would and thanked him for the offer. Finally she
reported that the verges and hedges are overgrown at Ship Knapp, Morcombelake
and need cutting urgently and asked if the sign could be repositioned.
It was agreed that the Clerk write to Connect.
Cllr Tubb commented on the state of our roads and the roads in general
everywhere. The road network is deteriorating and we all seem to be 'accepting'
it. He also reported that he wonders if the SID device will ever happen
as Charmouth may not be involved in it and it is very important that Lyme
Regis Town Council workmen get involved too. Cllr Diment reported that
many months ago it was suggested that two people from each parish be trained
to deal with SIDS. Action: Clerk
1743 Finance:
Clerks Report/General Financial Matters:
The Clerk reported that the New Code of Conduct document has now arrived
and all Councillors have been given a copy. She asked that they read it
and hopefully this can be adopted at the July 2007 meeting. She also asked
if Councillors would like to receive their agendas and minutes by e-mail
and she made a note who wanted to and who wanted to still received them
by post.

The Clerk reported that this equipment and software will be
given to every Town/Parish Council in Dorset. Proposed to accept by Cllr
Parr, seconded by Cllr Bailey, all agreed.
