1749 Meeting Suspended for Public Discussion:
Mrs Edwards gave a detailed
account on the planning application for Highcliffe Cottage, Fishpond.
Concerns raised was that it is a development not inkeeping with the area
and in a prominent area which will be seen for miles in an Area of Outstanding
Natural Beauty. It will be intrusive to near neighbours which affects
their privacy. The development will be on a greensand ridge which is
very unstable and the area has been subject to many landslips, near houses
have been underpinned, walls of properties have cracks in them and records
show that the road has collapsed. Drainage from the property and septic
tank issues are a concern as the house will go from a one person house
to a five person house. Concerns too over the narrowness of the lane
if work was to go ahead, it would be difficult for traffic to pass and
nearly impossible for emergency vehicles to pass. She asked that the
Parish Council object to this application as many residents of Fishpond
are objecting to it.
Another neighbour commented that the proposed large
glass window would be seen for miles especially with the sun shining
on it. He also said that the plans were very sketchy and not accurate
and insisted that a site meeting should be carried out. Finally he said
that if work were to go ahead an indemnity should be paid incase of any
further slips in the area.
Another near neighbour commented that the
proposed door could not be put in the space available, part of the view
from the top of the hill would be taken away and that the laurels which
would be taken away need to be kept to help stop slippages. Finally he
said that the plans were not accurate as some of his land was shown as
the applicants which was not the case.
Another near neighbour said that piling, shrubs and trees should be installed if the work was to go ahead but if it does it could result in catastrophic results.

1751 Resolution to Approve the Parish Council
Minutes held on the 11th June 2007:
The minutes were agreed as acceptable,
proposed by Cllr Mansbridge, seconded by Cllr Bailey, all agreed and
signed.
1752 Actions Following the Last Meeting:
The Clerk reported that
she has given the Whitchurch Canonicorum Playground inspection book to
Mr & Mrs Wright, written to Dorset County Council and Connect regarding highway matters and also tried to progress with the repairs to the Well House, Whitchurch Canonicorum.
1753 Talk by The Broadwindsor First Responders:
Cllr Johnson welcomed
Jacqui and Terry from the Broadwindsor First Responders who came to talk
to the Parish Council about their service in the Broadwindsor area. The
idea came from talk in the local pub in 2002 and was modelled on a scheme
in Thorncombe. Fundraising followed, volunteers came forward a vehicle
was bought, a defibulator was bought and the scheme was officially started.
The South West Ambulance Service is very supportive and helps with the
ongoing training and supplying medical equipment such as bandages. It
is manned 24 hours a day and on a rota system and is contactable by phoning
999. This service has saved lives and appreciated by many people. Cllr
Johnson thanked them for coming to the meeting.
1754 Introducing PC Chris
Forshaw – Discussions on Homewatch and General Matters:
Cllr Johnson welcomed PC Forshaw to the meeting. PC Forshaw explained that he was relatively new to the area/job and that his area was the Marshwood Vale, Symondsbury, Eype and Charmouth. He commented on the spate of burglaries in the area recently and asked everyone to be aware and to get locks etc fitted on property especially outbuildings. It is one of his jobs to get Homewatch in the areas up and running and communicating with the Police and it was agreed that Cllr Johnson get a scheme started in the Whitchurch Canonicorum area. Cllr Johnson thanked PC Forshaw for coming to the meeting. Action: Cllr Johnson

1756 Planning:
Applications to Consider:
Highcliffe Cottage, Fishpond – Cllr Sage and Cllr Mansbridge looked at
this application to erect a two storey extension and make external alterations.
Concerns raised on this application is that it is in an Area of Outstanding
Natural Beauty, not inkeeping with the area and can been seen for miles,
going to be built on unstable land and prone to landslips, problems with
installing a door in a very small space, extra accommodation which will
mean more drainage and 'systems' in place will not cope and finally a site
inspection should be carried out to appreciate problems envisaged. It was
proposed by Cllr Sage to recommend refusal, seconded by Cllr Mansbridge,
all agreed.
Berehayes Farm Cottages, Whitchurch Canonicorum – Cllr Bailey
and Cllr Johnson looked at this application to change part of the holiday
accommodation to residential use. They could see no problems with this
application as long as it conformed with building regulations. Cllr Bailey
proposed to recommend approval, all agreed.
Belvedere, Whitchurch Canonicorum – Cllr
Bailey and Cllr Johnson looked at this application to erect an extension
with a garage and store. They could see no objections with this application
and subject to the Clerk contacting Mr & Mrs Newman to gather their comments
they recommended approval, all agreed.
Trumps In Cottage, Whitchurch Canonicorum – Cllr
Bailey reported that this late application is to install replacement windows.
She could see no problems with the work which has been discussed with the
Listed Buildings Officer and recommended approval, all agreed.

General Planning Matters:
It has been brought to the Parish Councils attention that a planning
application has been submitted to East Devon District Council for a
seasonal gypsy transit site at Hunters Moon on the Devon/Dorset border.
This site has already been partially constructed for around 20 caravans
and already families have started moving in. A meeting will take place
at Hawkchurch on Tuesday 17th July 2007 to discuss the matter.
It was
agreed that the Clerk contact Oliver Letwin to look into this matter
and that the Clerk sends a letter to East Devon District Council expressing
our concerns on the application and the impact it will have on the area
and the lack of consultation with adjoining parishes. Cllr Everidge expressed
her concerns of the children and their schooling. Action: Clerk 1757 Reports:
Cllr Robinson reported that Morcombelake Post Office
is still under threat and that announcements will not be made until April/May
2008, although the Post Office know which ones will go the Government
has put an embargo on announcements.
Cllr Johnson read out Cllr Brierleys
report. He reported that it looks as though Lyme Regis Town Council wants
to buy a SID and then rent it out to adjoining Parish Councils who have
to find volunteers to collect and return them.
Charmouth Library will
remain so on reduced hours and rented to the Parish Council on a peppercorn
rent and available for other uses. Finally he reported that it is proposed
to get a co responders scheme up and running in the Charmouth area which would serve the Marshwood Vale area.
Cllr Creed-Castle had no news as the Ancient Monuments Office but reported
that she had attended the New Councillors course and said that Char Valley
Parish Council is a very efficient Parish Council compared to others
in the area. Cllr Snook agreed and said that we were very good on the
e-mails front. 1758 Resolution to Adopt the New Code of Conduct:
All of the Councillors
have had time to read the new Code of Conduct and Cllr Tubb proposed
to adopt it, seconded by Cllr Snook, all agreed.
1759 Traffic Issue/Problem
Junction A35 and Langdon Woods:
Mr John Bridle spoke of the problems
encountered by motorists pulling into the junction towards Langdon Woods.
He said that at busy times traffic was queuing back onto the A35 which
was very dangerous. It was proposed by Cllr Bailey, seconded by Cllr
Snook, all agreed that the Clerk send a letter drafted by Mr Bridle to
Dorset County Council asking for the entrance to be widened.
Cllr Tubb
asked that the letter be altered to read that Char Valley Parish Council
also understands that Chideock Parish Councillors are concerned about
the situation too.
Finally Mr Bridle asked if the Clerk could write to
Connect regarding ragwort along the A35 asking for it to be remove. Action:

1760 Resolution to Reply to West Dorset District Council Regarding
Tree Work at St Wite House, Whitchurch Canonicorum:
Cllr Parr looked
at this proposal and could see no problems with felling three Cypress
trees and raising the crown of a Horse Chestnut tree. Cllr Parr proposed
approval, seconded by Cllr Ray, all agreed.
1761 Discussion/Action on
Problems at the Bus Stop Near Frodshams:
Cllr Diment reported that he
has received complaints from travellers using the buses that some drivers
do not stop at the bus stop near Frodshams when they are coming back
from Bridport. He has spoken to Mark Williams of the bus company and he has asked drivers to stop there. It was unanimously agreed that the Clerk write to Michelle Boon at Dorset County Council asking her to place a pole/flag there as it is an existing stop with a copy to the bus company and Mr Brown the owner of the garage. 1762 Reports:
Cllr Tubb reported that Whitchurch Canonicorum Village
Hall have had electricity meter problems but they are being resolved,
painting is hopefully going to be carried out by volunteers, high windows
to be replaced, pa system bought and a legal consultant is to be used
as and when.
Cllr Snook reported that Wootton Fitzpaine Village Hall
have had their AGM and that she is now on the committee. There have
been problems with getting a booking clerk and cleaner but they are
now resolved. The Centenary year was a success and now this year
they are going to revamp the lighting, fit a new kitchen and erect
new fencing. The accounts are in good order too. Cllr Watt reported that the kitchen
has been installed at the James Hargreaves Community Hall and just
the tiling left to do. Fundraising is still taking place.
Cllr Johnson
reported that she has been to a Bridport Local Area Partnership
meeting, lots were discussed including the statistics that we live
in a very low level of crime area. She also reported that the Affordable
Housing Committee met a French student who had some interesting ideas
on affordable housing.
Finally she reported that the Affordable Housing Committee
would meet on Monday 23rd July 2007 to reply to the consultation document.
Cllr Bailey reported that there were numerous potholes around the area
which had been marked in white paint but the paint wears off before they get repaired. Cllr Diment reported overhanging hedges/small trees between Wainhouse Farm and Star Cottage, Morcombelake and overgrown hedges on Pitmans Lane, Morcombelake. It was agreed that the Clerk report these matters to Connect and Dorset County Council. Action: Clerk 1763 Finance:

Resolution to Agree to Place an Advert in the Bridport News Regarding
the Well House, Whitchurch Canonicorum:
The Clerk reported that the
Well House project has come to a standstill. Mr & Mrs Bain do not own the Well House so an advert has to be placed in the local papers asking if anyone has any information on it, this has to be done before the planning application goes in. It was proposed by Cllr Bailey, seconded by Cllr Parr, all agreed that the Clerk place the advert in the Bridport News next week.
