1769 Meeting Suspended for Public Discussion:
The meeting was suspended
for public discussion but nothing discussed.
1770 Declarations of Interest:
The meeting was re-opened. Cllr Johnson declared an interest on Wakelys
Farm, Whitchurch Canonicorum planning application and Whitchurch Canonicorum
Village Hall. Cllr Sage declared an interest on Dodpen Farm planning
application.
1771 Resolution to Approve the Parish Council Minutes
Held on the 16th July 2007:
The minutes were agreed as acceptable, proposed
by Cllr Bailey, seconded by Cllr Mansbridge, all agreed and signed.
1772 Actions Following the Last Meeting:
The Clerk reported that she
had written to various authorities regarding the gypsies at Hawkchurch,
wrote to Dorset County Council regarding Langdon Woods entrance, bus
stop at Frodshams and highways problems. Cllr Johnson reported that a
crime prevention talk had taken place and a report will come up later
on the agenda and that a Homewatch meeting has been arranged.

1774 Planning:
Applications to Consider:
Filcombe Farm, Morcombelake - Cllr Everidge and Cllr Watt looked at this adjoining application to change of use from dwelling to business. Cllr Watt could see no problems and Cllr Everidge commented that it was a shame that a 'chilling out' area would be lost.
Griddleshay Farm, Whitchurch Canonicorum - Cllr Bailey, Cllr Diment and Cllr Ray looked at this application to change agricultural land to residential to erect a double garage. They were very concerned over this application and it was agreed to recommend refusal, Cllr Everidge abstained, as this is a greenfield site, its outside the house curtilage, over development on what was a bungalow site and there have been many planning applications on this site.
Cross Cottage, Whitchurch Canonicorum - Cllr Bailey, Cllr Diment and Cllr Ray looked at this application to demolish conservatory and erect a single storey extension and replace windows. They could see no problems, Cllr Mansbridge recommended approval, seconded by Cllr Parr, all agreed.
Dodpen Stables, Fishpond - This application is to convert a store into
a dwelling. It was agreed to recommend approval on the conditions that
the business on site proves financial viability and that the caravan
is removed on completion. Cllr Mansbridge and Cllr Sage abstained.
Applications
to Note:
Wakelys Farm, Whitchurch Canonicorum - Cllr Diment and Cllr
Parr looked at this application to convert two barns into two holiday
lets. Refusal was recommended on the grounds that one barn needed to
be totally demolished, more vehicles in the area, neighbour has concerns
and it goes against planning policy.
Tamaris, Whitchurch Canonicorum - Cllr
Bailey, Cllr Mansbridge and Cllr Tubb looked at this application to erect
extensions and carry out alterations. They could see no problems and
recommended approval.
Certificate of Lawfulness to Consider:
Mobile Home,
The Bungalow, Champernhayes Farm, Wootton Fitzpaine - This application
is for existing use of mobile home for residential purposes. After a
long discussion it was proposed by Cllr Bailey and seconded by Cllr Diment
to recommend approval subject to a temporary 3 or 5 year licence, no
permanent structure/dwelling to be erected on site, tied to the two people
living in it at the moment and that the caravan on site is removed. Cllr
Mansbridge and Cllr Sage declared an interest, 1 agreed, 7 abstained.

Land at Prime Copse, Whitchurch Canonicorum, Belvedere,
Whitchurch Canonicorum, Berehayes Farm Cottages, Whitchurch Canonicorum

1775 Reports:
Cllr Robinson reported
that an action group has been formed in Hawkchurch regarding the gypsy
site, MP's are involved and the reduced planning application is ongoing.
Finally he reported that the planning application at Highcliffe Cottage
Fishpond is still ongoing and that he has asked that site visits are
made and that it goes to the Area West Committee planning meeting.
The
Clerk reported on behalf of Cllr Brierley. He reported that there was
no progress on the SID's and asked that the Parish Council write to Dorset
County Council asking him for a site meeting with a Councillor to discuss
areas to place the SID. It was agreed that the Clerk write to Dorset
County Council and asking them to liaise with Cllr Tubb.
Cllr Creed-Castle
reported that she is liaising with Wootton Fitzpaine and Morcombelake
to use some of their material for the ancient monuments/local area exhibition
next year. She thinks that she will start off from fresh with the Whitchurch
Canonicorum area.
PC Forshaw reported that the spate of crimes in the
area has petered off a little but scrap metal and lead was still being
taken. He reported that the NFU are going to soon circulate literature
on safe farms to help the local farmers. PC Forshaw said that he will
soon be carrying out a random survey on crime prevention.
Cllr Watt reported
that work and fundraising are continuing at the James Hargreaves Community
Hall with around £600
being taken at the local Fetes recently. A lottery grant has been turned
down so the extension is on hold but fundraising is needed for the roof
repairs which is urgently needed. Cllr Snook reported that she will be
attending a DAPTC meeting which is to be held on Thursday 13th September
2007 at Bridport Town Council.
Cllr Diment read out a letter from the
Highways Agency regarding the bus stop outside Frodshams in Morcombelake
and it states that it is a priority for a flag and pole. He also reported
that there could be a new bus service for the Marshwood Vale but it is
in the early stages of planning and he will report more next month.
Mr
Newman reported that he has walked the footpaths today and money needs
to be spent on them to get them to a reasonable standard, he will telephone
Dorset County Council. He also reported that the footpaths from Charmouth
through Catherston Leweston to our area are bad and that there seems
to be no footpath liaise officer, it was agreed that the Clerk write
to Dorset County Council enquiring if there is an officer in the area.
Cllr Johnson reported that the affordable housing is at a standstill,
still waiting for the church to put the land on the open market for sale,
Cllr Ray thought that was worrying as anyone could purchase it and it
could be lost for affordable housing. Action: Clerk
1776 Report on Code
of Conduct Meeting:
Cllr Johnson reported that she along with Cllr Creed-Castle
had attended a meeting on the new Code of Conduct. The meeting went through
the booklet which has been given to all Councillors and it clarified
situations.
1777 Report on Crime Prevention Meeting/Presentation:
Cllr
Johnson reported that a meeting was held on the 15th August 2007 which
included Police and around 30 members of the public. On show was a device
which is placed on diesel tanks and any other special items which when
removed/tampered with raised an alarm. A device called a trembler was
also shown which could be placed in bags of feed etc and when removed
would send an alarm to mobile phones. It was suggested that the Parish
Council could buy this device and place on hotspots in the area. It was
agreed to discuss this at a Finance meeting.
1778 West Dorset District
Council Request for Information on Flooding Areas Within the Area:
The
Clerk reported that West Dorset District Council have asked for information
on areas which flood within the parish. Councillors gave certain areas
prone to flooding and the Clerk will pass this information onto West
Dorset District Council in a letter. Action: Clerk
1779 Resolution to
Reply to West Dorset District Council Regarding Tree Work at The Limes,
Wootton Fitzpaine:
Cllr Snook reported that this work is needed to allow
light into The Limes garden and means trimming five lime trees to a height
of fifteen feet. It was unanimously agreed to recommend approval.

Reports:
Cllr Mansbridge reported overgrown hedges which need to be reported
to Dorset County Council. Above Bowshot Farm at Monkton Wyld and Knapp
Cottages at Wootton Fitzpaine. He also reported that stones are being
washed out of Briggs Farm, Wootton Fitzpaine and onto the road. Finally
he reported that water is coming down the road from Champernhayes holiday
cottages at Wootton Fitzpaine and is running green very fast when holiday
cottages full up, could this be reported too.
Cllr Watt asked when the
SID is coming to Morcomblake. It was agreed that the Clerk write to Connect
asking the question.
Cllr
Sage reported that there could be a planning application coming in for
Higher Pound Farm, Monkton Wyld. New access work is being carried out,
on a bend, and a track being constructed but the Enforcement Officer
has been on site and work has stopped.
Cllr Everidge reported that the
hedge at Ship Knapp Morcombelake has been cut back but the sign has not
been moved. She also reported that the entrance to Muddyford Lane is
been looked at for improvement work.
Cllr Johnson reported that the Whitchurch
Canonicorum sign coming in from Ryall is still overgrown.
1781 Finance:
Clerks Report/General Financial Matters:
The Clerk reported that the
31st March 2007 year end accounts have been completed but there is a
concern over insurance of the Council which will be discussed at the
October 2007 meeting.

Resolution to Agree to Order Salt Bins:
It was agreed
that the Clerk order four salt bins for distribution around the area,
proposed by Cllr Sage, seconded by Cllr Snook, all agreed.
Report on
Maintenance at Whitchurch Canonicorum:
The Clerk reported that Mr Wright
has placed slabs at the entrance to the playground which has helped during
wet weather. She also reported that the benches in the playground need
treating. It was agreed that the Clerk contact Mr Wright to see if he
would perhaps treat the benches.
Report on Repairs to Wootton Fitzpaine
War Memorial:
Cllr Snook reported that another quote has been received
for the work to the War Memorial Clock which the Parish Council have
financial responsibility for. It was agreed to put these figures to the
next Finance Committee and to look into grants to help with the costs.
Request for a Donation to First Dorset Credit Union Ltd:
The Clerk reported
that this organisation has requested a donation for their work. It was
agreed to put this to the next Finance Committee.
