Parish Council Meeting 313: Monday 8th October 2007 in Wooton Fitzpaine Village Hall

1786 Apologies:

1787 Meeting Suspended for Public Discussion:
The meeting was suspended for public discussion but nothing discussed.

1788 Declarations of Interest:
The meeting was re-opened. Cllr Diment declared an interest on Ash Cottage, Morcombelake planning application.

1789 Resolution to Approve the Parish Council Minutes Held on the 10th September 2007:
The minutes were agreed as acceptable, proposed by Cllr Parr, seconded by Cllr Watt, all agreed.

1790 Actions Following Last Meeting:
The Clerk reported that she has written to Dorset County Council and Connect regarding SIDs and Highway Matters, written to West Dorset District Council regarding flooding areas and ordered the salt bins.

1791 Planning Applicants Presentation: None.

1792 Planning:
Applications to Consider:
Old Cider House, Whitchurch Canonicorum - Cllr Johnson reported that this application is for relief on holiday accommodation and is the same application which has been consider by the Parish Council previously. It has been resubmitted again on instructions from the Planning Department. It was unanimously agreed to recommend approval.

Cross Cottage, Whitchurch Canonicorum - Cllr Johnson reported that again this application for alterations has been consider previously by the Parish Council and this application is for Listed Buildings consent. It was unanimously agreed to recommend approval.

Ash Cottage, Morcombelake - Cllr Diment declared an interest and left the room. Cllr Parr and Cllr Watt looked at this application to erect a single storey extension. Cllr Parr proposed and Cllr Watt seconded, all agreed that this application should be recommended for refusal. The comments made were that the plans were inadequate not showing the boundary walls belonging to the neighbours in Peter Pan, lack of drainage shown on plans and drainage could be a problem in the area, impact on neighbours in Peter Pan and letters of objection/concerns.

Well House, Whitchurch Canonicorum - Cllr Johnson reported that this application has been submitted by the Parish Council for work to the Well House. She also reported and showed the Parish Council an old photograph which shows one of the original doors. It was unanimously agreed to approve the application and to show the District Council the old door design to see if this one would be more acceptable than the submitted drawing.

Shedbush Farm, Morcombelake - Cllr Watt looked at this application to install a bathroom and extractor fan. She could see no problems and recommended approval, all agreed. Applications to Note: Blackmore Farm, Whitchurch Canonicorum - Cllr Johnson reported that this retrospective application was the construction of a pond. Approval was recommended.

Lyme Regis Golf Club, Lyme Regis - Cllr Sage looked at this adjoining Parish Council consultation to construct a hardstanding and fences for a driving range. Approval was recommended.

Overlea, Monkton Wyld - Cllr Sage looked at this application to erect an extension. Approval was recommended.

1793 Reports:
The Clerk reported on behalf of Cllr Robinson. Latest reports on Highcliffe Cottage, Fishpond planning application is that planning officers are going to look at it in the coming week. Also reported is the ongoing planning application for the proposed gypsy site. The planning inspection committee will be having a site meeting on the 19th October with their comments taken into account and a planning decision being made that same afternoon.

Cllr Brierley reported that Dorset County Council do not move illegally camped gypsies off the site if there are no transit sites for them to go to. He also reported that Michelle Boon at Dorset County Council will be happy to help with the bus stop problem at Frodshams if needed. Finally he reported that the annual highway visits will take place on Friday 12th October 2007.

Cllr Creed-Castle reported that a meeting will take place soon to firm up details on the exhibition next year and that she will contact Mr Carter regarding old photos of the area.

Cllr Tubb reported that he will be attending the next Whitchurch Canonicorum Village Hall meeting on Thursday 11th October and he will report at the meeting of reports that the hall gets very hot after a short time.

Cllr Snook reported that there is a Wootton Fitzpaine Village Hall meeting in November and that she has given Liz Daros information on events at the hall for the next edition of the Char Chat. Cllr Snook also reported that it could be possible to get grants for the work to the Wootton Fitzpaine War Memorial Clock, it was agreed to discuss this at the Finance Meeting next week. Finally Cllr Snook reported that she attended the wrong meeting, which turned out to be very interesting, and missed the DAPTC meeting, however she read out the minutes from the DAPTC meeting.

Cllr Diment reported that grant money is available and this is where the extra bus service for the Marshwood Vale area may come from.

Mr Newman reported that he has contact Dorset County Council and rangers have been sent to the Catherston Leweston area and the footpaths have been cleared and are acceptable, however much more work needs to be carried out.

Cllr Johnson reported that she did not attend the last Bridport Local Area Partnership meeting and minutes have not arrived as yet. Cllr Johnson also reported that she has received an e-mail from Andy Lloyd regarding affordable housing and negotiations are taking place but is being held up by the Church Trust.

Cllr Snook reported that she has had an e-mail from the Upper Marshwood Vale Parish Council regarding a First Responders scheme. It was agreed that the Clerk write to Charmouth Fire Brigade to see if they were going to start a scheme which Char Valley could join. It was agreed that Cllr Snook reply to Upper Marshwood Vale Parish Council informing them of their intentions.

Cllr Tubb reported that he has had a telephone call from Dorset County Council regarding positions for the proposed SID's and asked for Councillors for specific sites to place poles for the device.

Cllr Mansbridge reported that the overgrown hedges he reported last month have been cut and the stones at Briggs Farm have been swept up.

Cllr Diment reported that a road sign directing traffic to Axminster at Penn Cross has been broken off and is lying on the verge. He also reported that the bottom footpath near Whitchurch Canonicorum Church is overgrown.

Cllr Tubb reported that on that lower path there are two metals hooks from a previous gate which are sticking out and dangerous at childrens height and need grinding off. It was agreed that the Clerk write to Dorset County Council and Whitchurch Canonicorum Parochial Church Council.

Cllr Parr reported that work at Belle Vue, Luscombe Well Road, Ryall is generating lots of soil which is heaped up in could fall into the highway. It was agreed that Cllr Parr reports this at the highway visit on Friday. Action: Clerk & Cllr Parr

1794 Resignation of Parish Clerk:
Resolution to Place Advertisement in the Bridport News - Cllr Johnson reported that the Clerk has tendered her resignation due to family commitments. It was proposed by Cllr Tubb, seconded by Cllr Parr, all agreed that the advert read out at the meeting be placed in the Bridport News this week.

Resolution to Approve Interview Panel to Appoint a New Clerk - It was proposed by Cllr Tubb, seconded by Cllr Parr, all agreed that the interview panel is Cllr Johnson, Cllr Mansbridge, Cllr Snook and the Clerk.

1795 Finance:
Clerks Report/General Matters: The Clerk reported that the bank accounts are looking ok and that finance will be looked at at the Finance Meeting next week. She also reported that the salt bins have arrived and ready for distribution around the area. Finally she reported that she is on holiday from the 20th October 2007 for a week and if any problems during that time please e-mail or leave a message on the answerphone.

Resolution for Payment Approvals:
Clerks Salary for October 2007, £343.94 - Petty Cash, £40.00 - Wootton Fitzpaine Village Hall, £32.00 - Glasdon UK Ltd, £592.20 - BDO Stoy Hayward, £188.00 - Newsquest, Not Known at Present. Proposed by Cllr Parr, seconded by Cllr Watt, all agreed.

Resolution to Agree Annual Return Following External Auditors Comments on the 31 March 2007 Audit:
It was agreed as acceptable, proposed by Cllr Snook, seconded by Cllr Tubb, all agreed.

Resolution to Agree Issues Arising Report from the External Auditors on the 31st March 2007 Audit:
The Clerk reported that the Auditors have found that the Parish Council do not have enough fidelity cover which is linked to the precept. At the moment insurance is for £6,000 and it should be around £16,000. It was proposed by Cllr Snook, seconded by Cllr Tubb that the Clerk contact the insurers. Action: Clerk
