Parish Council Meeting 314: Monday 19th November 2007 in Whitchurch Canonicorum Village Hall

1800 Introduction of New Clerk:
Cllr Johnson introduced Emma to the Council who will be taking over from Charlotte in the New Year.

1801 Apologies:
C Bailey and G Brierley.

1802 Meeting Suspended for Public Discussion Period:
The meeting was suspended for public discussion but no public in attendance.

1803 Declarations of Interest:
The meeting was re-opened. Cllr Sage declared an interest on the Higher Pound Farm, Wootton Fitzpaine planning applications.

1804 Resolution to Approve the Parish Council Minutes Held on the 8th October 2007:
The minutes were agreed as acceptable, proposed by Cllr Mansbridge, seconded by Cllr Ray, all agreed.

1805 Actions Following Last Meeting:
The Clerk reported that she has written to Charmouth Fire Brigade regarding joining their 'First Responder Team' and a phone call has been received to say this is not possible. Cllr Johnson asked if this subject be put on the January 2008 agenda. The Clerk has written to Dorset County Council regarding highway matters, written to Whitchurch Canonicorum PCC regarding the footpath and gate and also written to Allianz regarding extra fidelity insurance which will all come up under correspondence.

1806 Planning Applicants Presentation:
None.

1807 Planning:
Applications to Consider: Griddleshay Farm, Whitchurch Canonicorum - Cllr Ray looked at this application to erect a garage. He reported that this application, unlike the previous one is within the boundaries of the garden. Cllr Ray proposed to recommend refusal, seconded by Cllr Tubb, all agreed on the grounds of over development of the site.

Applications to Note:
Hinkhams Farm, Whithchurch Canonicorum - Cllr Johnson and Cllr Tubb looked at this application to use land for storage area. There were no objections and approval was recommended.
Frodsham Motors, Morcombelake - Cllr Everidge and Cllr Watt looked at this application to change of use, erect extension and form new slip road. Approval was recommended but concerns were raised on traffic control measures and screening of the site.
Monkton Wyld Caravan Park, Monkton Wyld - Cllr Sage looked at this application to erect a single storey extension to house electrical switch gear. He could see no problems and recommended approval.
Higher Pound Farm, Wootton Fitzpaine - Cllr Mansbridge looked at these two applications to erect seven loose boxes and twenty loose boxes. There was no objection to the seven loose boxes and recommended approval. However, with the twenty loose boxes refusal was recommended. This was because they will be visible in the Area of Outstanding Natural Beauty, large increase of traffic in narrow lanes and objections from neighbours.

1808 Reports:
Cllr Robinson reported that there is a new telephone number for Flood Wardens to contact and he will give this number to the Clerk. The Environment Agency has a new computer system for flooding and stressed that it is important that they are given all flooding problems, however small, to build up a picture of flooding areas. He also reported on the ECO Homes at Buckland Newton and suggested that Councillors go and have a look at them in the Spring. He reported that lots are happening backstage on the Highcliffe Cottage, Fishpond planning application but that the new plans look exactly the same as the previous ones. He also reported that gypsy sites had been approved following appeal at Hawkchurch and in Beaminster and that he was receiving calls on Grandview Farm, Morcombelake but is waiting for the appeal which will be heard in the New Year. Finally he reported that nothing is to change on waste collections until the new transfer site is found and that no composting will be collected from the door.

Cllr Creed Castle reported that she had met with Cllr Johnson regarding the exhibition in 2008 and she has spoken to Nigel Carter and hopefully getting more photos of the area.

Mr Bridle read out his report on A35 matters including speed cameras in Chideock, money for improvements and SID's. It was agreed that the Clerk write to Andy Kirby with the latest news on the SID for the Morcombelake area.

Cllr Tubb reported that the next Whitchurch Canonicorum Village Hall meeting which is the AGM is on the 29th November 2007. Functions coming up are the Dinner Dance and Bingo.

Cllr Snook reported that she had attended a Wootton Fitzpaine Village Hall meeting and she will report on the latest on the Clock later in the meeting.

Cllr Watt reported that there is a James Hargreaves Community Hall meeting this week which she will be attending. The interior and gutters are being renovated by the Probation Service.

Cllr Snook reported that she had attended the DAPTC AGM and she read out a report from it. She reported that there was a very good speaker at the meeting talking about Environmental Issues and Global Warming.

Cllr Diment asked if the Clerk could write to Michelle Boon at Dorset County Council and the Highways Agency regarding establishing a bus stop outside of Frodsham Motors, Morcombelake heading westwards as it is not shown on the bus schedules. Cllr Diment also reported that he doubts the proposed bus service through the Marshwood Vale will take place.

Mr Bridle reported that the footpaths are clear in his area and that you can get down to St Gabriels and the coast path is open.

Cllr Johnson reported that there is no movement on the affordable housing. It was proposed by Cllr Mansbridge, seconded by Cllr Ray, all agreed that Cllr Tubb have a word with Mr Pullen one of the Church Trustees.

Cllr Mansbridge expressed his disappointment on the lack of work following the highway inspections. It was agreed that the Clerk e-mail Cllr Brierley asking him to chase the works with Dorset County Council, Cllr Tubb agreed that no works had taken place.

Cllr Diment reported that the annual leaves are causing a problem at Tizzards Knapp junction with the A35 and it was agreed that the Clerk report this onto the District Council.

Cllr Johnson reported that Homewatch envelopes have been put through doors for the new Whitchurch Canonicorum Homewatch scheme and that co-ordinators situated around the area are needed to help run the scheme. Action: Clerk & Cllr Tubb

1809 Update on Wootton Fitzpaine War Memorial Clock Works:
Cllr Snook reported that she had attended the Wootton Fitzpaine Village Hall AGM and the War Memorial Clock estimates for repair was discussed. The works have been estimated so far at £3,641.00 which can nearly be covered by monies promised but the company carrying out the works have said there may be further works which have not been discovered so far. It was unanimously agreed that Cllr Snook look into this matter further as it is important that all costs are known. Action: Cllr Snook

1810 Consideration of Homewatch Signs for Whitchurch Canonicorum Village:
Cllr Johnson reported that signs for this scheme could be put on the telegraph poles on the roads entering the village at a cost of £25 each. It was agreed not to purchase the signs and rely on the ones which residents put in their windows.

1811 Consideration of a New Design for the Door at the Well House, Whitchurch Canonicorum:
Cllr Johnson reported that the application for the Well House had been approved. However, a picture had been found of a door which was in place in the 1960s and she asked if this design of door should be put to the planning authority. Cllr Sage proposed we keep to the design which had been passed, seconded by Cllr Creed-Castle, all agreed.

1812 Finance:
Clerks Report/General Matters:
The Clerk had nothing to report.

Resolution for Payment Approvals:
Clerks Salary for November 2007, £343.94 - Clerks Salary for December 2007 (Postdated), £343.94 - Whitchurch Canonicorum Village Hall, £35.00 - Mrs Fortescue, £80.26 - Creeds, £68.00 - Mr Kitcher, £450.00 - The Bopper Bus Organisation, £500.00. Proposed by Cllr Diment, seconded by Cllr Parr, all agreed.

Resolution to Agree the Precept for 2008/2009:
All Councillors looked at the budget set out and agreed by the Finance Committee for £15,000.00. This was proposed by Cllr Parr, seconded by Cllr Diment, all agreed.

Resolution to Discuss a Donation of £50.00 Towards a 'Trembler' Device:
Cllr Johnson explained that this is a donation to the Police towards a device which costs around £250.00. Anyone in the area could use it by placing it on diesel tanks, farm equipment etc and if anyone tampers with it your mobile will send you an alarm/signal/message. Cllr Ray proposed that a £50.00 donation is given, seconded by Cllr Sage, all agreed.

Resolution to Ratify Cheque to Novatech Ltd for Computer Equipment:
The Clerk explained that this cheque was agreed by the Finance Committee. This money is refundable by Dorset Community Action at a later date and the computer equipment will cost the Parish Council nothing. Proposed by Cllr Tubb, seconded by Cllr Watt, all agreed.
