Parish Council Meeting 326: Monday 9th February 2009 in Wootton Fitzpaine Village Hall

2035 Apologies:

2036 Resolution to Agree to Waive the Six Month Absence Rule for Cllr Mansbridge due to Illness:
Cllr Johnson explained that due to illness Cllr Mansbridge may have to miss more than the allowed six months of Parish Council meetings. All Cllrs were in agreement that this was acceptable, proposed by Cllr Watt and seconded by Cllr Parr.

2037 Meeting Suspended for Public Discussion Period:
The meeting was suspended for public discussion but nothing was discussed.

2038 Declarations of Interest:
The meeting was re-opened. There were no declarations of interest.

2039 Resolution to Approve the Parish Council Minutes Held on the 12th January 2009:
The minutes were agreed as acceptable, proposed by Cllr Parr, seconded by Cllr Watt, all agreed.

2040 Actions Following Last Meeting:
The Clerk reported that a letter had been sent to Dorset County Council regarding the road closure in Wootton Fitzpaine, Bridport Local Area Partnership were notified of the new representatives and all road problems reported to Dorset County Council. The recommended location for the street name plate on Lower Lane, Ryall was passed on to West Dorset District Council who is happy to install a free standing sign. The damaged railings at this location were reported to Dorset County Council. The road repairs between Ship Knapp and Pickaxe Cross were chased up with the Highways Department but as this stretch of road is a byway and not a highway this has been passed on to the Rights of Way team. The sewerage system flyer was produced and distributed and a letter of response to Mrs Riley regarding her letter concerning the bus shelters was sent.

2041 Planning Applicants Presentation: None.

2042 Planning:

Applications to Consider: None.

There was one late planning application to consider for Westfield, Whitchurch Canonicorum which has been passed to Cllr Bailey to look at. As yet no action has been taken.

Tree Work Application to Consider:
Bybrook, Whitchurch Canonicorum- Cllr Parr looked at this application to remove one branch of an oak tree that is overhanging a neighbouring property, Albreanda, and had no objections to make.
Trumps In Cottage, Whitchirch Canonicorum- Cllr Parr looked at this application to fell an Eucalyptus tree and to reduce a Beech hedge back to previous topping points and had no objections to make.

Applications to Note:
Sun Ridge, Morcombelake- Cllr Parr looked at the original application to erect a garage outbuilding and extend the existing driveway. On inspection of the new planning application it appears that the only alteration is an extra window on the outbuilding. Therefore the original comments were sent on to West Dorset District Council, recommending refusal.

2043 Reports:
The clerk reported on behalf of Mr Bridle that the Vehicle Activated Sign for Morcombelake is still on order and has not yet been delivered. Cllr Parr reported that the next Bridport Local Area Partnership meeting is scheduled for 12th February 2009 and she will be attending. She also reported that the 'Funding for Community Projects' scheme has now opened and posters will be displayed on notice boards to advertise this. Cllr Tubb reported that the next Whitchurch Canonicorum Village Hall meeting is scheduled for 12th February 2009 and that the Farmhouse Breakfast was a huge success. Cllr Johnson reported on behalf of Cllr Snook that fundraising for the Wootton Fitzpaine Village Hall stage lights and kitchen are ongoing, Toddlers, Guides and Friendship Groups are continuing to meet, Paul Atterbury is visiting in March and they are hoping for another Arts Reach booking soon. Cllr Watt reported that having received the planning permission for the timber shed at James Hargreaves Community Hall this would be the next project. The Christmas lunch for villagers was a success and the spring lunch will be held on 8th March 2009. They are also hoping to clear a space behind the hall to create a garden and one disabled parking space. Cllr Creed Castle reported that she requires funding of £150.00 to cover expenses related to the Ancient Monuments exhibition. She is happy to pay the initial costs as she feels that this will be covered by the small charge that will be made to see the exhibition and she can be reimbursed from this. The Parish Council were happy for her to go ahead and agreed, if necessary, to reimburse Cllr Creed Castle. This was proposed by Cllr Ray, seconded by Cllr Parr, all agreed. Cllr Ray reported a pothole in the road to Whitchurch Canonicorum by Trumps In Cottage. Cllr Everidge reported potholes on Muddyford Lane, Stanton St Gabriel and stated that repairs to Stonebarrow Lane have been done. She also reported that the Whitchirch Canonicorum Town Crier recently went to Holland to represent Dorset in the 'Honorary Town Crier' competition and won the best dressed category. Cllr Watt reported that the salt bin on Gibbs Lane, Morcombelake was empty and the drains on Gibbs Lane are blocked. It was also reported that the salt bins on Verriotts Lane, Morcombelake and Goodens Hill, Whitchurch Canonicorum are also empty. Cllr Tubb reported a damaged drain with missing grid on Gassons Lane, Whitchurch Canonicorum. Cllr Sandford reported potholes on Butt Lane, Ryall and that there have been no salt provisions on Ryall Road during the icy weather. Cllr Sage reported that the diversion route at Westover Hill, Wootton Fitzpaine has been extremely icy with no provisions of salt. He also reported that salt bins on Pound Lane and in Monkton Wyld are empty. Cllr Parr reported that work to The Hive has now commenced so some delays are to be expected. She also reported potholes by Tanglewood House, Ryall and on Berne Lane, Whitchurch Canonicorum. Cllr Johnson reported potholes on Watery Lane, Whitchurch Canonicorum. The clerk will report all road problems with Dorset County Council. Due to the issue of safety it was agreed that the clerk also write a letter to the head of the Highways Department at Dorset County Council, Mr Andy Ackerman, concerning the poor state of the roads within the parish and the lack of repairs. Copies of this letter will be sent to Cllr Brierley, Mr Graham Laurie and Dorset County Councils Chief Executive, Mr David Jenkins. It was also agreed that the clerk contact the Highways Department to ask that the salt bins throughout the parish be refilled. Cllr Robinson reported that the Chalk and Cheese project are offering funding to local business and produce projects. He will look into this further and report back to the parish council. Cllr Robinson also reported that the refuse collections are to remain as weekly and that he will be attending the Affordable Housing meeting in Whitchurch Canonicorum on 5th March 2009. 2044 Update on Bus Shelters for Morcombelake:
The clerk reported that the Highways Agency have completed the site survey at Ship Knapp and although no obvious safety issues were found, the practicalities of constructing there may be a little difficult. Their consultants are commencing with the detailed design of the scheme and they will determine the positioning of any shelter. The Highways Agency has suggested that the Parish Council submit details of the type of shelter required and they can then decide if this is suitable. After looking through some brochures it was agreed that the clerk notify the Highways Agency that a two bay Cantilever shelter is what is required so they can then notify us if this is acceptable and if so where it would be positioned. The Parish Council can then make enquiries into the cost of installation. It was also agreed to contact Chideock Parish Council to establish what type of shelters they are planning on using and who will be carrying out the installation.

2045 Update on Affordable Housing for Whitchurch Canonicorum:
Cllr Johnson reported that Cascade are still the preferred bidder for the church lands trust site and are still hoping to build 11 houses. She reported that a meeting has been booked for 5th March 2009 in Whitchurch Canonicorum to discuss the affordable housing further. Members of the public are invited to attend along with any interested parties. The new Rural Housing Development Officer at West Dorset District Council, Rob Asprey, and Tim Davis will also be attending the meeting. Cllr Johnson has been in contact with Peter Friend from Hastoe Housing Association who is still reluctant to take on the management of such a large number of houses.

2046 Resolution to Set Dates for Annual Parish Meetings:
The Whitchurch Canonicorum Parish Meeting is booked for Thursday 21st May 2009 at 7.30pm in the village hall. The Stanton St Gabriel Parish Meeting is booked for Tuesday 5th May 2009 at 7.30pm in the James Hargreaves Community Hall. The Wootton Fitzpaine Parish Meeting is scheduled for Thursday 16th April 2009 at 7.00pm and the clerk will arrange the village hall booking.

2047 Finance:
Clerks Report/General Matters The Clerk confirmed that after checking with Allianz Insurance, the insurance policy covers the clerk to work from home. She also reported that for a parish council meeting to go ahead there needs to be a minimum of 4 Cllrs present at the start. Finally, the clerk has been in contact with Mr Tim Heap who does the website updates and he has quoted a price of £20 per year to put the 3 editions of the Char Chat on the website. There would be a one off charge of £30 to create the page but he is also happy to include every Char Chat that has been published. After discussion the parish council agreed that this would be beneficial and that the clerk should ask Mr Heap to go ahead, proposed by Cllr Everidge, seconded by Cllr Ray, all agreed.

Clerks Salary for February 2009 including salary spine increase back pay, £351.72 - Whitchurch Canonicorum Village Hall (Hall Hire), £17.50 - Xcalibre Communications (Website Domain Renewal), £55.19 - Petty Cash, £20.00 -Proposed by Cllr Sage, seconded by Cllr Watt, all agreed.

She hopes to meet the organisers to discuss the parade further.

2050 Any other business:
Cllr Tubb reported that he had recently read the East Devon Building Programme Circular and he recommended that all Cllrs take the time to read this as it concerns the Char Valley parish due to transport links.
