Parish Council Meeting 327: Monday 9th March 2009 in the James Hargreaves Community Hall

2053 Apologies:

2054 Meeting Suspended for Public Discussion Period:
Mrs Fortescue apologised for the Char Chat distribution which is not up to date and some people have not been given copies and some duplicated. A new list is to be drawn up and the print run to be increased to 530. She also reported that the railings on the bridge at Green Pit Knapp at Wootton Fitzpaine have broken and lying at the side and needs reporting to Dorset County Council. Miss Diment asked if there are any laws on hedgerows being taken out for vehicular accesses. It was agreed that the Clerk look into this matter.

2055 Declarations of Interest:
The meeting was re-opened. Cllr Sandford declared an interest on Pax Cottage, Ryall planning application and Cllr Johnson declared an interest on the finance section.

2056 Resolution to Approve the Parish Council Minutes Held on the 9th February 2009:
The minutes were agreed as acceptable, proposed by Cllr Tubb, seconded by Cllr Par, all agreed and signed.

2057 Actions Following Last Meeting:
The Clerk reported that she reported all empty salt bins to Dorset County Council, road problems to Dorset County Council, contacted Chideock Parish Council regarding their bus shelter, emailed Highways Agency regarding bus shelter, checked Wootton Fitzpaine hall booking for Parish Meeting and letter sent to Dorset County Council regarding road conditions.

2058 Planning Applicants Presentation:
Mr Clist spoke on his planning application for The Tunnel, Charmouth and took questions on noise pollution, sewerage system, safety and armoury on site.

2059 Planning:
Applications to Consider:
Pax Cottage, Ryall: Cllr Parr reported on this application which is a retrospective application to retain a timber field shelter. What should be a relatively straightforward application has turned into a farce due to a photograph and design statement to mislead people. It was proposed by Cllr Ray seconded by Cllr Watt to send in Cllr Parrs comments.

The Tunnel, Charmouth:
Cllr Snook, Cllr Sage and Cllr Mansbridge looked at this application to convert the tunnel into a rifle range. It was agreed that this was a good use of the tunnel, Mr Clist had allayed fears of noise pollution and safety and it was proposed by Cllr Bailey, seconded by Cllr Watt and all agreed to recommend approval. Cllr Newson asked if the area would have advertising and Mr Clist said only if events happening but no every day advertising.

Applications to Note:
Westfield, Whitchurch Canonicorum:
Cllr Bailey looked at this application to erect an extension. Approval was recommended.

Approvals to Note:
Sun Ridge, Sun Lane, Morcombelake. Tree work at Bybrook and Trumps in the Cottage, Whitchurch Canonicorum.

2060 Reports:
Mr Bridle reported that the steps to St Gabriels beach have disappeared and will be operational by mid May. He also reported that the SID is still on order. He also reported that people are being fined for parking in the layby/bus stop opposite the Post Office in Morcombelake due to no marking/signing, he suggested a letter to Connect but it was agreed that this matter be discussed at the Parish Meeting.

Cllr Parr reported that the pedestrian crossing at Chideock is going ahead. Cllr Snook reported that at the DAPTC meeting West Dorset District Council reported that the recession is going to be a problem for them with revenues from land searches down and applications for housing benefit up. Cllr Tubb reported on the Whitchurch Canonicorum Village Hall and painting of the cottage, bingo, treasure hunt, 100 lunch and games nights.

Cllr Snook reported that the Wootton Fitzpaine Village Hall is increasing the rental prices and garage rents. Cllr Watt reported a very successful spring lunch at the James Hargreaves Community Hall, approval for the shed had been given, an area will be cleared for a wildlife garden and one disabled parking space to be provided. The committee is very aware of parking problems.

Cllr Parr reported that the Lower Lane sign at Ryall has not been put in the correct place and cannot be seen properly. She also reported that Luscombe Well Road, Ryall is in a very bad condition with potholes. Cllr Snook reported that the Charmouth to Wootton Fitzpaine road is now open. She said some potholes have been filled in at Westover Hill but more to be filled. She also reported that the sign post is still down at White Gates. Cllr Sage reported that salt bins were still empty after being asked to be filled up before the last lot of snow.

Cllr Bailey reported monitors are to be installed to monitor flood levels in the Watery Lane area. She also reported that there are numerous potholes in the Watery Lane area which need filling and others which have been filled to a very poor standard and that drains have been cleaned with the soil put nearby which will get washed in the drains again when it rains next. Cllr Watt reported that there is no salt in the Verriotts Lane Morcombelake bin. Cllr Everidge reported that Muddyford Lane is in a very poor condition with potholes. She also asked if Cllr Snook could look at the phone box in Wootton Fitzpaine as she had reports that it does not work. Cllr Tubb reiterated that more work was needed to the road in the whole Marshwood Vale area. Cllr Ray reported that he felt sorry for Dorset County Council as they are doing as good a job as they can in the circumstances.

Cllr Creed-Castle reported that she has been in contact with residents of Shave Cross regarding neighbourhood watch and had 5 people respond interested. Member of the public Mr Green reported on heavy traffic using Pitmans and Taylors Lane Morcombelake and asked for more signage to stop this.

Cllr Newson spoke on the new system of allocating homes which will now be advertised. Cllr Robinson confirmed with regards the system and that exception sites would take preference. He also reported that in the area there is lack of knowledge on housing loans and care and repair schemes provided by West Dorset District Council and he will bring details in at the next meeting. Cllr Brierley reported that salt bins are being filled but in some areas people are taking salt for their own personal use and not on the highway. Dorset County Council have spent 3 weeks solely filling potholes and have spent ¼ million pounds so if there are any not up to standard please tell him. He reported that 3.4 million pounds is to be spent on highways from April onwards. He recognised that Watery Lane is a problem road. He said that watercourses are West Dorset District Councils responsibility north of the A35. He said that gritting has never taken place in the Char Valley Parish Council but as a whole in Dorset the gangs have been out 70 nights and its normally 40 nights. Finally he reported that he is attending a road maintenance policy meeting and looking at improving roads by side verging which would improve the area greatly.

Cllr Creed-Castle reported that she has had a good response from people following the exhibition details in the Char Chat. She also reported that she has spare copies of the photos taken of the Parish Councillors if anyone would like on. Action: Clerk & Cllr Snook

2061 Resolution to Discuss Plans to Install Sewerage System in the Char Valley Area:
Cllr Johnson reported that Mr Newman and Mr Welch delivered leaflets on this scheme and following that 23 people are for the scheme. It was proposed by Cllr Sage, seconded by Cllr Sandford, all agreed that the Clerk write to Wessex Water to see if they think the scheme is viable and ask about the proposals they had in the late 1980s and ask where the sewage treatment works would be situated if the scheme was to go ahead. Action: Clerk

2062 Update on Affordable Housing for Whitchurch Canonicorum:
Cllr Johnson read out a report from the meeting. Cascade had the highest bid for 11 one or two bedroom homes with 20 car parking spaces. Mr Rendall has still offered his land near Wakelys Farm for affordable housing. The Parish Council have been asked for comments on this scheme and to do a list for needy families in the area. It was agreed that the Clerk place an advert in the Church magazine asking for names for the list. Cllr Robinson reported that the application for 11 one or two bedroomed houses are likely to be refused and Cascade would pull out of the site if numbers had to come down as the site would not be viable to do and then Hastoe Housing could be back on the site. It was proposed by Cllr Sage, seconded by Cllr Creed-Castle, all agreed that Hastoe would be the Parish Councils choice of housing association. Action: Clerk

2063 Update on Bus Shelter for Morcombelake:
The Clerk reported that the Highways Agency are doing a detailed design of the site and will be in contact soon. 2064 Discuss Bermuda Twinning Association Parade: Cllr Everidge reported that there is a meeting tonight to discuss this and that she will report back at the next meeting.

2065 Discuss The Rural Services Network:
This is a weekly newsletter which comes through via email every week, it will be printed off every week and discussed at the following meeting.

2066 Resolution to Set Date for Finance Meeting:
It was agreed for Monday 27th April 2009 at 7.30pm in the Wootton Fitzpaine Village Hall.
