Cllrs Johnson and Tubb declared an interest in Wakelys Farm, Whitchurch

2093 Chairman’s Closing Remarks:
Cllr Johnson spoke about the past year. She reported that many meetings
had taken place especially on affordable housing. She reported that
Wootton Fitzpaine Village Clock had been refurbished and completed.
Well House, Whitchurch Canonicorum is well under way and will soon
be complete. Finally she thanked all Parish Councillors for their work,
all County and District Councillors, Emma the Parish Clerk and Charlotte
for standing in for Emma while on maternity leave.
2094 Election of
Chairman and Signing of Acceptance of Office:
Cllr Tubb proposed Cllr
Johnson to carry on as Chairman, seconded by Cllr Parr, all agreed.
Cllr Johnson accepted and said this would be her last year as Chairman.
The Acceptance of Office was then signed.
2095 Election of Vice Chairman:
Cllr Mansbridge said he was happy to continue with his role as Vice
Chairman. The Parish Council were in agreement to re-elect Cllr Mansbridge,
proposed by Cllr Sage, seconded by Cllr Snook, all agreed.
2096 Election
of Members to Committees and Appointment of Representatives:
Finance:
Cllr Johnson, Cllr Mansbridge, Cllr Creed-Castle, Cllr Tubb and Cllr

It was agreed that the clerk write to the above to confirm they are
willing to continue with their role and to thank them for their work

2097 Resolution to Approve
the Parish Council Minutes held on the 20th April 2009:
The minutes
were agreed as acceptable. Proposed by Cllr Snook, seconded by Cllr
Sandford, all agreed and signed.
2098 Actions Following Last Meeting:
The Clerk reported that she wrote to Connect Road Operators regarding
diversions following accidents on the A35 and emailed Dorset County
Council regarding road defects.
2099 Meeting Suspended for Public Discussion
Period: None.
2100 Planning Applicants Presentation:
The meeting was
re-opened. Mr Munro the agent for the applicants for Wakelys Farm,
Whitchurch Canonicorum spoke on behalf of the owners. He reported that
buildings on site are in poor condition and an agricultural building
is needed for lambing ewes and a new access needed for safety reasons.
He asked that the Parish Council look favourably on this application.
Mr Hugh Fitzgerald spoke on this matter and listed many objections
including – no consultation with neighbours, in the centre of
an Area Of Outstanding Natural Beauty and will be visible, outside
building line, barn on site already could be demolished and new one
erected and nearby could be an affordable housing site. Mr Newman also
commented on the new vehicular access being in the conservation area
and the safety of holiday makers on site. Mr Munro reported that a
site for this barn was chosen so as not to be near the holiday units
and that the barn is not in the conservation area but the access is.
He also reported that the number of sheep is to be increased and that
the nissan hut nearby is not large enough to use and the nissan site
cannot be used as digging down is not possible and a new barn on this
site would be more visible.
2101 Planning:
Applications to Consider:
Higher Abbots Wootton Farm, Wootton Fitzpaine: Cllr Snook looked at
this application to erect a livestock building. There were no objections
and approval was recommended. Wakelys Farm, Whitchurch Canonicorum:
Cllr Bailey and Cllr Ray looked at this application to erect an agricultural
building and new access. Cllr Robinson suggested that because this
application is contenscious to put it to the Planning Development Control
Committee for them to decide, this was unanimously agreed.

2102 Reports:
Cllr Robinson reported that planning
appeals will now to dealt with within 12 weeks, he also reported that
rules governing planning applications are to change also. Finally he
reported that Mike Selley will be talking to Thorncombe Parish Council
soon regarding private housing grants. Cllr Johnson asked if Mike Selley
could come to the July 2009 meeting to give a talk, Cllr Robinson said
he would arrange this. Cllr Johnson read Cllr Brierleys reported that
works on Stockham Bridge will start at the end of July.
Cllr Creed-Castle
reported that entry to the exhibition on the 15/16 August will be £2
each. Advertising is to take place in parish magazines, free papers,
Bridport News and Western Gazette and then posters will be put up in
around six weeks time. Finally she asked if she could have volunteers
to be stewards on the day. Mr Newman reported that since the last meeting
two bridges have collapsed and that the footpath by the Church has
been closed due to a collapsed culvert. This footpath has been closed
for 21 days and another 21 days if needed, after this time an advertised
closure needs to be in place. At the moment there is a dispute on who
owns the footpath.
Cllr Parr reported that a Bridport Local Area Partnership
meeting will take place this Thursday and to be discussed are the Sustainable
Communities Act and the Climate Change strategy. Cllr Tubb reported
that Whitchurch Canonicorum Village Hall is having a busy time and
the St Georges Day lunch was very successful. Cllr Snook reported that
there is no Chairman for the Wootton Fitzpaine Village Hall at the
moment. Cllr Creed-Castle reported that the pothole near Griddleshay
Farm, Whitchurch Canonicorum has been filled. Cllr Snook reported that
the sign pointing to Wootton Fitzpaine at Charmouth is still missing
and asked if the Clerk could report this to Dorset County Council.
Cllr Watt reported that money for a crossing at Morcombelake is available
and ask that the Parish Council strongly agree to the crossing going
ahead as many school children are having to cross the road independently.
Cllr Mansbridge reported stones and overhanging hedges at Briggs Farm,
Wootton Fitzpaine and asked if the Clerk could report these matters
to Dorset County Council. Cllr Tubb reported that he had referred members
of the public to West Dorset District Council regarding the planning
application for Prime Copse, Marshwood. He also reported that the sign
directing traffic to Berne Lane, Charmouth off the main A35 is missing
and needs to be replaced before the George Somers Day. Cllr Parr reported
an overgrown shrub opposite Gibbs Lane, Morcombelake which is making
pedestrians walk into the road. The Clerk will report these matters
onto Connect.
2103 Update on Bermuda Twinning Association:
Phil Street
gave a report on the celebrations to be held on the 23rd and 25th May
2009. On the 23rd there is a parade from Whitchurch Canonicorum Village
Hall to the Church for a Service and then onto Berne Farm for a hog
roast and celebrations. On the 25th there will be the grand parade
in Lyme Regis. It was proposed by Cllr Mansbridge, seconded by Cllr
Creed-Castle to give the association £400 towards activities
and profits will be split 50/50 between the association and the Parish
Council.
2104 Stanton St Gabriel Parish Meeting Report:
Cllr Everidge
reported on the Stanton St Gabriel Parish Meeting. Matters discussed
were – Dorset Local Access, Dorset Coastal Authorities Group,
Footpaths, Morcombelake Bus Shelters/Crossings and Artwave, Morcombelake.
It was agreed that the Clerk look into some matters and letters to
be sent out. Action: Clerk
2105 Wootton Fitzpaine Parish Meeting Report:
Cllr Snook reported that 16 people attended the meeting. Matters discussed
were – Best Kept Village Sign, Broadband in the Village, Roads,
Side Verging/Ploughing, Concrete Culverts, Lengthsman Scheme, Playing
Field Trustees, Village Spring Clean, Village Fete and Tidying up of
Playing Field. Finally she reported that there is no Chairman for Wootton
Fitzpaine Village Hall at the moment but hopefully somebody will be
found soon.
2106 Resolution to Agree the Re-Election of Wootton Fitzpaine
Playing Field Trustees:
Cllr Snook reported that the persons to be
re-elected are, Mr Bradbury, Mr Snook and Mr Chapman. Proposed by Cllr
Mansbridge, seconded by Cllr Sage, all agreed.
2107 Update on Fencing/Inspections/Signs
at Whitchurch Canonicorum Playground:
Cllr Tubb said he has looked
at the fencing issue at the playground and it is adequate for children
and that the local dog does not jump the fence as much as suggested
and that badgers were doing more damage getting through the hedge.
He reported that the inspections are up to date.
2108 Discussions on
Marshwood Vale Diversion Following Accidents on the A35:
Cllr Johnson
read out a letter received from Connect and it was agreed that this
letter/explanation was not acceptable. It was agreed that the Clerk
contact the Upper Marshwood Vale Parish Council and find out their
views on this matter. Action: Clerk
2109 Update on Affordable Housing
in Whitchurch Canonicorum:
Cllr Johnson reported that she has received
emails from Rob Asprey on the latest situation. They are looking into
Mr Rendells land as another potential site. Palmers have said no to
land opposite the Village Hall and Rob is now asking about land near
The Five Bells. Finally she reported that Cascade are still negotiating.
A resident suggested that affordable housing could be put on the Village
Hall site and incorporate a new village hall in the scheme.
2110 Finance:
Clerks Report/General Matters:
The Clerk reported that the accounts
will be ready to approve at the June meeting. She also reported that
Victim Support had replied with figures of victims in the area. Cllr
Sage proposed a donation of £25.00, seconded by Cllr Creed-Castle,
all agreed.
