Parish Council Meeting 330: Monday 8th June 2009 in the James Hargreaves Community Hall.

2116 Meeting Suspended for Public Discussion Period:
Mr Newman asked about details on the Wakelys Farm, Whitchurch Canonicorum planning approval. Mrs Rorstad asked why were the agendas not on the Wootton Fitzpaine notice boards and not on the web site until Saturday. Cllr Snook apologised for not putting the agendas on the notice board and the Clerk said she would contact Tim Heap regarding the web site query. She also spoke regarding Five Penny Farm, Wootton Fitzpaine planning application and said that the Parish Council could not give the view of residents and not taking their views into account. She asked that the question of sustainability of the scheme was mentioned to West Dorset District Council.

Miss Caddy reported that she could not wait another year for a solid white line to be put on the A35 between The Bakery and the Bus Stop at Morcombelake. She also reported that The Rookery at Morcombelake is being rented out and states two parking spaces which in fact are highway. Finally she reported that Knapp Cottage at Morcombelake have built a new wall and is further out than the original and that there is a lot of foliage in the area making pedestrians walk on the road. It was agreed that the Clerk, Cllr Everidge and Cllr Watt looked into these matters.

Mr Milburn asked if the Parish Council could look into the earth and plants which have been left in the layby outside Dydholm, Whitchurch Canonicorum. It was agreed that the Clerk look into this matter and copy letters to Mr Milburn. Action: Clerk, Cllrs Everidge & Watt

2117 Declarations of Interest:
The meeting was re-opened. Cllr Sage declared an interest on Wyld Meadow Farm, Monkton Wyld planning application.

2118 Resolution to Approve the Annual General Parish Council Minutes Held on the 11th May 2009:
The minutes were agreed as acceptable, proposed by Cllr Tubb, seconded by Cllr Parr, all agreed and signed.

2119 Actions Following Last Meeting:
The Clerk reported that an email has been sent to Upper Marshwood Parish Council regarding accidents on the A35 and a reply is under correspondence. She also reported that the Stanton Parish Meeting actions were underway. 2120 Planning Applicants Presentation: Joyti Fernandes said that she was here to answer any questions on the Five Penny Farm, Wootton Fitzpaine planning application if there were any questions/queries.

2121 Planning:

Applications to Consider:
Five Penny Farm, Wootton Fitzpaine: Cllrs Snook, Mansbridge and Sage looked at this application to retain two agricultural worker dwellings. Approval was recommended on the conditions that there is an agricultural tie and that its a sustainable unit. It was also agreed to comment that there are letters of objection as well as letters of support.

Wyld Meadow Farm, Monkton Wyld: Cllrs Snook and Mansbridge looked at this application to extend an agricultural building. Approval was recommended.

Prime Copse, Marshwood: Cllr Bailey reported that this late application had addressed the issues of a flood risk appraisal and amendments to the eaves. It was proposed by Cllr Bailey that no objections be put forward, seconded by Cllr Sage, all agreed.

Applications to Note:
Frodsham Motors, Morcombelake: Cllr Everidge reported that this application was as a result of concerns raised and the concerns have been addressed. Screening and drainage were comments given to West Dorset District Council.

Cow Byre, Hawkchurch: Cllrs Snook, Mansbridge and Sage looked at this application to form workshop. The concerns over noise pollution had been addressed and approval was recommended.

2122 Reports:
Cllr Newson thanked the Parish Council for his 'get well' card and Cllr Johnson welcomed him back. The only item to report is the new Shoreline Management Scheme which goes up to 2025 but will have no effect for the Char Valley area. Cllr Creed-Castle reported that the poster for the exhibition will be ready for distribution at the next Parish Council meeting. She reported that she took part in the Sir George Somers celebrations and was presented with a plaque. It was agreed to frame the plague and that the Clerk write to the Parochial Church Council asking for permission to hang it in the church. Proposed by Cllr Parr, seconded by Cllr Sandford, all agreed. Mr Newman reported that the church path is now being repaired and that Dorset County Council were paying the bill and will then sort out ownership of the land. He also reported that gates and bridges are available for the Char Valley Way and landowners will be contacted. Cllr Parr reported that she has had confirmation of a Tree Preservation Order for Monkton Wyld. Cllr Parr also reported that she had attended a Bridport Local Area Partnership and items discussed were the Climate Change Strategy and the Lengthsman Scheme. Cllr Snook reported that she had attended a DAPTC meeting and there was a talk by a Planning Officer, Sustainable Community Acts, Lengthsman Scheme and draft minutes on web sites discussed. Cllr Tubb reported that there is a lot of refurbishment to be carried out on the Village Hall cottage. There is a Treasure Hunt in July, web site is under discussion and the playgroup may become a Sure Start scheme. Cllr Snook reported that the Wootton Fitzpaine Village Hall kitchen plans are progressing well, new stage lighting is to be given by Bryanston School, the Fetes provisional takings are around £2,400 with ¾ going to the hall and ¼ to the church. She also reported that there is to be a mobile skate park at the end of August and that garage rents have gone up by £1 per week and hopefully a new Chairman has been found. Cllr Watt reported that lots of work is being carried out at the back of the James Hargreaves Community Hall with a disabled parking space installed and the graveyard is to be tidied up too. There is a picnic arranged for June. Cllr Mansbridge reported overgrown hedges and Briggs Farm and Bowshot Farm, Wootton Fitzpaine. Cllr Tubb said that there was no way for Whitchurch Canonicorum Village Hall to have the mobile skate park as no flat surface available. Cllr Watt asked if any news on the VAS and Crossing for Morcombelake, the Clerk reported that nothing had been heard. Cllr Everidge reported overgrown hedges on the south side of the A35 in Morcombelake and litter along the road too. She also reported signs overgrown with vegetation too. Finally she reported that Ship Knapp Morcombelake will be closed from the 15th June onwards for work on the gas line. Cllr Snook reported finger posts still missing in Wootton Fitzpaine and the bridge railings at Green Pitt Knapp at Wootton Fitzpaine need repairing. Cllr Parr reported that Luscombe Well Road at Ryall is in a poor state. Cllr Johnson asked if Cllr Tubb could look into a lack of bins in the Whitchurch Canonicorum playground. 2123 Report from Whitchurch Canonicorum Parish Meeting:
Cllr Johnson gave a report from the Parish Meeting. Items discussed were, affordable housing, Sir George Somers Day, Vacancy for Parish Councillor and general road maintenance. It was proposed by Cllr Sage and unanimously agreed that a letter be sent to Dorset County Council, Oliver Letwin and Cllr Brierley expressing concerns over the lack of maintenance of roads in the area.

2124 Report on Work/Estimates for Wootton Fitzpaine Playing Field:
Cllr Snook reported that work on the playing field hedges and ditching needs to be carried out every six years and this expensive is for the Parish Council to bear Nearer the Autumn three estimates will be given to the Parish Council.

2125 Update on Affordable Housing:
Cllr Johnson reported that Rob Asprey said that the suggestion of using the Whitchurch Canonicorum Village Hall site for housing did have merit and will be looked into.

2126 Report on the George Somers Day Celebrations:
Cllr Watt reported on the celebrations and said that it was a very successful day. There was a fete at Berne Manor with dancers and games. Cllr Everidge reported that it looked as though around £170 is coming back to the Parish Council. Mr Newman reported that it was a unique day. It was proposed by Cllr Watt, seconded by Cllr Everidge that the Parish Council belong to the Twinning Association to be kept informed of all events in future.

2127 Finance: Clerks Report/General Matters:
The Clerk reported that the VAT Repayment has been paid into the account, £425.36. She also reported thanks from the Citizens Advice Bureau and Victim Support for the Parish Councils donations. She also reported that Dorset Cruse Bereavement Care have asked for a donation. Cllr Bailey proposed at donation of £50 for their good work, seconded by Cllr Snook, all agreed. Finally she asked if the Parish Council would like a new Arnold Baker book for £53, it was agreed not to buy another one at the moment. Resolution for Payment Approvals: Clerks Salary for June 2009, £397.75 - James Hargreaves Community Hall, £12.00 - Whitchurch Canonicorum Village Hall, £17.50 - Mr Wright, £272.00, Lyme Regis Twinning Association, £7.00 - Dorset Cruse Bereavement Care, £50.00 - Proposed by Cllr Mansbridge, seconded by Cllr Bailey, all agreed. Resolution to Approve Accounts for Year Ended 31st March 2009: The accounts were agreed as acceptable, proposed by Cllr Tubb, seconded by Cllr Creed-Castle, all agreed. It was agreed to write to Simon John Christopher Ltd thanking him and his team for carrying out the audit once again.
