2133 Apologies:

2134 Meeting Suspended for Public Discussion Period:
Mrs Rorstad commented on Cow Byre, Hawkchurch planning application which has been refused and the Parish Council had recommended approval. She also commented on Five Penny Farm, Wootton Fitzpaine planning application which is being considered and that the Parish Council had again recommended approval. She asked that under Item 13 of the agenda that the Parish Councils primary role on their planning policy is consultation with neighbours. Mr Fitzgerald asked if there was a new access or not on the Wakeleys Farm, Whitchurch Canonicorum planning application. He reported that this application is similar to the one previously refused. He also commented on the Hawthorne Cottage, Whitchurch Canonicorum planning application and he will be writing his objections to the District Council too.

2135 Declarations of Interest:
The meeting was re-opened. Cllr Johnson declared an interest on Wakeleys Farm, Whitchurch Canonicorum planning application.

2136 Resolution to Approve the Parish Council Minutes Held on the 8th June 2009:
Cllr Everidge reported that Item 2122 should read plaque. Mr Newman reported that on Item 2116 he asked about the planning approval on Wakeleys Farm, Whitchurch Canonicorum. The minutes were agreed as acceptable, proposed by Cllr Mansbridge, seconded by Cllr Snook, all agreed and signed.

2137 Actions Following Last Meeting:
The Clerk reported that letters have been sent to Connect and Dorset County Council regarding highway matters and a reply is under correspondence. She reported that she has written to Whitchurch Canonicorum Parochial Church Council regarding the plaque but no reply yet. She finally reported that she has not written to the owner of Dydholm regarding the 'verge' as she has spoken to him and he will be phoning back when he has spoken to Dorset County Council. Cllr Watt and Cllr Everidge reported that they have investigated the wall at Knapp Cottage in Morcombelake and there is divided opinion if there is an encroachment and it was agreed to let this matter lie.

2138 Talk by Mike Selley on Private Housing Grant:
Mike Selley gave a talk on all schemes available for householders and grants and loans available for people in the area. Matters discussed were: insulating houses, options of heating houses, grants, loans and the Care and Repair scheme. 2139 Planning Applicants Presentation: Mrs Harvey said she was here to answer any questions on her planning application for Smiths Farm, Wootton Fitzpaine.

2140 Planning:
Applications to Consider:
Hinkhams, Whitchurch Canonicorum: Cllr Tubb and Cllr Bailey looked at this application to erect a first floor extension. The only comment is that the bathroom window has obscured glass put in it. Approval was recommended, all agreed.

Smiths Farm, Wootton Fitzpaine: Cllr Snook and Cllr Sage looked at this application to replace existing extension with new single storey extension. Concerns raised were that the rebuild was not inkeeping with the area, extra septic/drainage, access onto the busy A35 and too much glass which will be seen all over the Marshwood Vale. It was proposed by Cllr Snook, seconded by Cllr Sage, to recommend refusal, Cllr Everidge abstained, all agreed.

Hawthorne Cottage, Whitchurch Canonicorum: Cllr Bailey and Cllr Tubb looked at this application to install rooflights refurbish and reroof outbuilding. Approval was recommended with comments that the District Council listen to neighbours comments. Proposed by Cllr Sage, seconded by Cllr Bailey, Cllr Parr abstained, all agreed.

Myrtle Cottage, Morcombelake: Cllr Parr reported that this application is for a conservatory and she recommended approval, seconded by Cllr Watt, all agreed. Wakeleys Farm, Whitchurch Canonicorum: The Clerk read out a report from the applicant clarifying issues on the application. Cllr Bailey reported that this application had been looked at many times and it is a working farm and should stay as a working farm and encourage young local people to keep farming and any other business to keep the Marshwood Vale alive. It was proposed by Cllr Bailey, seconded by Cllr Sage to recommend approval, all agreed.

Briggs Farm, Wootton Fitzpaine: Cllr Sage reported that this application is to erect a agricultural workers dwelling and it could be a contenscious one. It was agreed to have a separate planning meeting on the 3rd August 2009 at 7.30pm in the Wootton Fitzpaine Village Hall. Cllrs Tubb, Everidge, Parr and Sage to look at this application.

Applications to Note:
Hill View, Whitchurch Canonicorum: Cllr Tubb reported that this application is for solar panels and approval was recommended. Dodpen Stables, Wootton Fitzpaine: Cllr Snook reported that this application was change of use from stables to cattery. There were no objections and approval was recommended. Seadown Caravan Park, Charmouth: Cllr Everidge reported that this application was to erect a new holiday lodge. No objections and approval was recommended.

2141 Reports:
Cllr Robinson reported that the District Councils Care and Repair service is to be outsource, however they will be tendering to retain it. He also reported that the Upper Marshwood Vale and Thorncombe are very keen on the Lengthsman scheme but it is something to be thought about very hard because it could cost a lot of money. Finally he handed out a leaflet regarding village shop grants which could be useful to Morcombelake Post Office. Cllr Creed-Castle reported on the exhibition in August. It was agreed that refreshments would not be supplied due to no space in the village hall for tables and also the worry of spilling liquid on the exhibition itself. She also asked for more stewards to volunteer to help over the two days. Finally she reported that lots of posters have been distributed advertising the event. Mr Diment reported lots of activity on the A35 at Morcombelake over the next few months/years. He reported that Alexis Wood from the Highways Agency would like to attend the next meeting and asked if the venue could be changed to Morcombelake being more relevant to her presentation. There are bus stop works to take place, kerbs raised, Frodsham layby construction, pedestrian crossing in 2010 but there will be no central refuge as road too narrow. It was agreed that the Clerk contact Alexis inviting her to the next meeting and change the venue of the meeting.

A report from Mr Bridle was read out. The VAS is at Honiton and on its way to Morcombelake. He also asked if a letter could go to Dorset County Council asking them to write to Connect asking for the no speed restriction signs on roads off of the A35 be changed to 40mph signs. Cllr Snook reported she had received a bus timetable from the Bridport Local Area Partnership and that their newsletter is going to be produced ready for distribution at the Melplash Show in August. Cllr Snook reported an attempt to pinch oil from the Village Hall last night but the thieves were disturbed. The Fete income was £2476. Garage rents up to £4 per week. The new Chairman is Peter Sharp. Finally she reported lots of events taking place over the next few weeks/months. Cllr Watt asked if the Parish Council could assist in providing help in adopting the road by the side of the James Hargreaves Community Hall. It was agreed that the Hall Committee contact the Land Registry as someone must own/maintain this section.

Cllr Everidge reiterated that litter is still on the A35 and signs obscured by signs especially at Ship Knapp. She also gave out details on the Lyme Internet tv and reported that there is a clip of the George Somers day on there. Cllr Watt reported a big building being built on Hardown Hill and it is thought to be linked to Mrs Dyson who is buried on the hill. It was agreed that the Clerk contact the Enforcement Officer at the District Council for them to have a look into it.

Cllr Snook reported works on Westover Bridge in the near future with a road closure in place. Queries on road signs and road classifications were discussed and Cllr Snook is to contact Dorset County Council on these matters. Cllr Bailey reported the Marshwood Vale gridlocked again following an accident on the 10th July. Cllr Tubb reported that the Well House at Whitchurch Canonicorum looks very good, nearly completed just a couple of minor jobs to carry out and the official opening will be at the Fete on the 26th July at 3pm. He also reported he has carried out alterations to the gate and bench in the Whitchurch Canonicorum playground. He will also ask Clive Richards to look at the creeper which is growing around the trees in the playground. Cllr Sage reported a tree down in Pound Lane, Monkton Wyld which has now been cleared. Cllr Parr reported Luscombe Well Road at Ryall has been repaired and that the Artwave Gallery at Morcombelake is now open. Cllr Johnson reported a large pothole at Crooked Lane, Whitchurch Canonicorum. Action: Cllr Tubb, Cllr Snook & Clerk

2142 Resolution to Discuss Producing Draft Minutes on the Web Site:
Cllr Snook reported that at a DAPTC meeting this matter was discussed and that draft minutes can go on the web site so long as it is clearly stated that they are draft. It was proposed by Cllr Bailey, seconded by Cllr Snook, all agreed to do this.

2143 Resolution to Produce Agendas Earlier:
Cllr Johnson reported that agendas should be produced 10 days in advance of the meeting in order for the public to have more time to see what will be discussed at the meeting. Proposed by Cllr Tubbs, seconded by Cllr Sage, all agreed.

2144 Resolution to Discuss Parish Councils Planning Policy:
Cllr Johnson read out a statement which confirms the Parish Councils policy on planning. This will be produced in the next edition of the Char Chat. 2145 Update on Affordable Housing for Whitchurch Canonicorum: Cllr Johnson reported that the gymkhana field on Bluntshay Lane, Whitchurch Canonicorum which is owned by Mr Rendell is being looked at by Hastoe Housing.

2146 Discuss Co-option for New Whitchurch Canonicorum South Ward Councillor:
Cllr Johnson reported that an election has not been called and co-option is the next step. The Clerk reported that she will place adverts on the notice boards and co-option will take place at the September 2009 meeting.

2147 Finance:
Clerks Report/General Matters: Cllr Johnson reported that a cheque for £76.42 has been received from the Lyme Regis Twinning Association. It was agreed that the Clerk write a thank you letter. The Clerk reported that she has received a letter from the Bopper Bus asking for financial help. It was agreed that the Clerk write a letter confirming a donation of £550.00. She also reported that Mr Diment has written with a quote regarding small works on notice boards in the area. It was agreed that the Clerk write to Mr Diment asking him to carry out the works before the winter.
