Clerk provided the meeting with an update of all actions taken. Cllr Mansbridge stated should any member of the public see a Grit Bin with no telephone number on, please advise the Parish Clerk.
2635 Resolution to fill the two vacancies by co-option:
S. Christopher introduced himself, talked about his family history within the village how he would like to represent Whitchurch Canonicorum, and his various voluntary work as well as his ideas for the Parish Council.
I. Gollop introduced himself, talked about his roots in the area during childhood, his work as a teacher, the 19 years experience as a District Councillor and the various projects he has been involved in.
H. Joyce introduced herself, talked about how she came to live in the Vale, her history and qualifications in law, being a Magistrate she hoped to give balanced views to discussion, she also detailed her experience as the Parish Clerk and other roles within the community.
Given the location of the meeting, and weather conditions, the Chairman decided it was not necessary for candidates to leave the room. The ballot was undertaken, Cllr Robinson counted the votes and read out the outcome. It was agreed by majority votes that the successful candidates were I Gollop and H Joyce.

Applications to consider:
Hawthorn, Ryall road, Whitchurch Canonicorum Cllr Watt, Cllr Everidge, Cllr Snook, Cllr Bailey and Cllr Peck looked at this application for extension to outbuilding and hard standing area for parking, they had no objections to the extension for use as a store however did have reservations about the parking on a blind corner within 5 meters of the T junction markings. Feasibility would need to be verified by Highways. Proposed by Cllr Everidge, seconded by Cllr Bailey, All agreed. St Gabriels Cottage, Morcombelake, Councillors Watt, Snook and Everidge looked at this application to install a new boiler and flue and had no objections to the plans. Councillors did state the address on the application is incorrect, St Gabriels/Beech Cottages are at Stanton St Gabriel. Proposed by Cllr Watt seconded by Cllr Everidge, all agreed.
A late Planning Application for April Cottage, Wootton Hill, Fishpond, was passed to Cllr Sage.
Applications to note Arne, Sun Lane, Morcombelake, Councillors Watt, Snook and Everidge looked at this application and gave the following comments. The original plan for the replacement dwelling raised concerns due to the following; 1. The proposed drive appeared to encroach on the boundary of the Knoll. 2. Sun Lane is very narrow; turning in and out for large vehicles will be difficult especially as the exit is opposite a substantial wall belonging to Talysin. Refusal was recommended until the above points were clarified. The new plan has obviously taken in these concerns and is generally acceptable. However Cllr Watt stated that as the amendments still do not fully address the access the concerns must still stand. Full support is given to Highways stipulation that no building should commence until the access is resolved and in place. Hawthorn, Ryall Road, Whitchurch Canonicorum Councillors Watt, Everidge and Snook looked into the application to install 5 new windows on the rear elevation and replace side window, they had no objections to make. 1 Longlands Cottages, Westover Hill, Wootton Fitzpaine Cllr Sage looked into this application to erect a rear conservatory and had no objections to make. Blackmore Farm, Bluntshay Lane, Whitchurch Canonicorum Councillors Creed Castle, Bailey and Mansbridge looked into this application to demolish a Timber Shed, workshop and store to replace with garage, log shed and store. They had no objections to make.

2639 Reports:
Clerk read, on behalf of Cllr Snook for Wootton Village Hall; The Churchfitters Artsreach production was well attended on 11th November. The next Artsreach production is on the 9th December when Bojangles will be appearing. Cllr Peck reported changes in the Whitchurch Village Hall Committee. S Taylor has stepped in as Treasurer. There is a dinner dance on 3rd December, a Bingo on the 12th December, Mr Gollop has proposed regular Film Nights due to commence 23rd December with ‘It’s a wonderful Life’. Cllr Watt reported the James Hargreaves Community Hall Committee has agreed a three year plan and are very keen to initiate the welcome packs. Cllr Peck reported parishioners approaching her regarding the verge on Lower Street in between Tamaris and Dyholm. This was discussed and agreed the lengthsman will clear the drain and ensure the area is safe. Cllr Mansbridge to instruct Lengthsman. Cllr Mansbridge reported the bumps, previously reported, with white rings around between Stubbs Bridge and Higher Wyld Farm still remain, they are extremely dangerous when the water freezes, especially given it is a school bus route. Clerk to contact Highways. Cllr Bailey reported Sewage previously reported, remains on the road by Jerome Cottage by the entrance to Crooked Lane off of Goodens Hill. Clerk to report to Environmental Agency. Cllr Watt reported blocked drain outside The Old Blacksmith, directly opposite the James Hargreaves Community Hall. Cllr Mansbridge to report to Lengthsman. Cllr Everidge reported the Enforcement Officer is still working on the removal of Caravan dwellers at the top of Muddyford Lane, also the white line is disappearing by Langdon Hill Car Park turning and Muddyford Lane. Cllr Everidge stated visibility is still impaired by the hedges Southside of the A35 by the turning to Muddyford Lane, photos passed to Clerk. Clerk to report to Connect. 2640 Reports:
Cllr Brierley reported in early November the opposition party challenged the July threat to close 9 libraries, Cllr Brierley abstained. Cllr Brierley reported Charmouth 'Keep The Village Library Friends Committee' are working hard, they plan to take over the running of the library by volunteers in Sept 2012, currently insisting DCC bring the library up to spec first. Cllr Brierley stated the importance of the Bridport/Lyme Regis Police Public Consultation due to take place on 13.12.11 to discuss future changes. Cllr Brierley stated a Safer Neighbourhood meeting with Parish Council Chairmen is due to be organised, Cllr Brierley to confirm dates at a later stage. Cllr Brierley mentioned the consultations regarding day centres, the outcome is due imminently. Cllr Brierley stated DCC are ceasing side verging therefore would a side verge plough be of use to the Lengthsman? Cllr Mansbridge to ask Lengthsman. Cllr Robinson discussed the importance of the Localism Bill, the Queen is due to sign imminently, the power of the people is due to increase. Cllr Robinson to send the details to Clerk. Cllr Robinson advised the PC to have an Affordable Housing Liaison Officer, offering to undertake their training. Cllr Robinson stated the Letter from Oliver Letwin to Hastoe regarding the Whitchurch Canonicorum Affordable Housing is now in the public domain. Cllr Robinson stated he was not aware of the letter until it was sent to himself by a parishioner. Cllr Robinson stated the Dog Fouling has been dealt with. Cllr Robinson stated whilst the Parish Plan will need reviewing it would be best to wait until the Localism Bill and the Neighbourhood Plans are out. Cllr Bremner stated the strong importance of the Localism Bill and what it could bring. Cllr Bremner also reported the WDDC's Jubilee Fund available to Town and Parish Councils. PC Winward reported and discussed seven crimes, including Burglary and Theft, the prevention of a rave, PC stated the importance of being more vigilant. PC Winward reported sheep theft is on the increase. PC Winward discussed the 'No Excuse Campaign'. J Bridle stated there have been additional thefts in the Stanton area.
2641 Update on Affordable Housing in Whitchurch Canonicorum: Cllr Mansbridge read out excerpts of a letter from N Dyson which were discussed. Cllr Mansbridge stated DAPTC have advised the Parish Plan is aspirational, not legal. Cllr Bailey reported a good turnout at the Affordable Housing consultation held on the 11th October 2011, 62 comments slips were returned, 45 for, 12 against and 5 impartial. Cllr Bailey read out the latest information from Rob Asprey (WDDC Housing Enabler). Cllr Bailey reported 19 households on the register, 13 connected with Whitchurch Canonicorum, 6 connected to Wootton Fitzpaine. S Christopher questioned how many registered applicants were from Morcombelake. The Parish Council explained Morcombelake is under the same ward as Whitchurch Canonicorum. Cllr Joyce stated the initial campaign for Affordable Housing was initiated around 1993, at that stage the Sutton Hastoe plans were not supported by the Parish Council because 6 out of the 8 housing were to be sold and only 2 rented whereas it was shared equity and rented that was needed in the village. At least 2 proposals got as far as plans. S Christopher stated those near, East of the Church do not wish to have it on that site and questioned other viable sites. Cllr Mansbridge stated the Parish Council do not have influence on the site that is for Hastoe to pursue, Cllr Mansbridge stated it was his understanding all other sites were discussed and drew a blank. A member of the public questioned the Church Site. Cllr Mansbridge read the minutes from the CVPC September talk with Rob Asprey discussing why the Church Site was not a viable option. Chairman read a letter from Oliver Letwin, the Parish Council agreed the letter did not fairly represent the whole community, a member of the public said the letter did represent both sides, another member of the public stated Oliver Letwin has met with those against but not for. Cllr Gollop stated his surprise that a Member of Parliament would get involved, his letter is of concern, there is a clear need for Affordable Housing in the Char Valley Area, the Consultation showed more than 2:1 in favour. S Christopher stated the majority East of the Church wrote letters opposing the housing even people in Ryall are upset, it is not a simplistic matter the increase in traffic of Ryall Road. A member of the public read out a letter strongly supporting the need for the Affordable Housing. Cllr Bailey read an extract from a update email from Peter Friend stating Hastoe hope to resubmit the plans in the new year and are currently discussing with Planning. The Parish Council agreed that when the plans are resubmitted an extraordinary meeting will be called and Oliver Letwin will be invited. A member of the public stated this site would not normally obtain approval and stated that the Church has not been approached by Hastoe. Cllr Mansbridge explained it is an Exception Site. S Christopher requested the Parish Council to write to landowners to see if there are any other possible sites. Cllr Robinson summarised the democratic process stating they are too far down the road to go back to other sites, it is too late to renegotiate with the Church. Cllr Gollop stated it would be inappropriate and not the role of a Parish Council to tout for Land. Cllr Gollop stated WDDC would have the plan of land outside of the area, if it was an issue the Local Developmental Framework Plan would have ruled it out. Cllr Gollop stated there are people desperate for housing and this needs to be addressed. Chairman read from the Action Plan page 33 paragraph 4. The Chairman ended the discussion stating when the plans are submitted the Parish Council will welcome members of the public to discuss.

2643 Update on the Unclassified Road, Whitchurch Canonicorum:
Cllr Mansbridge read a letter from Andy Ackerman (DCC) and the update from John Bridle Three Counties Bridleways. S Mcindoe stated they are keen to have the PC approval to open the initial part of Green Lane in order to allow horse riders and those by foot, stating no one is keen to see the UCR open as a Green Lane and therefore to vehicles. S Mcindoe stated the lane is illegally blocked and they would like the consensus to carry out the work. J Bridle clarified they would like the initial part of the UCR, Stoke Mandeville Lane end, to be cleared with stepping stones across the river, they are only interested in opening enough of the lane in order to gain access West. Cllr Mansbridge stated money is of an issue, the Parish Council do not have the funds to assist with the reopening which they feel is low priority. A member of the public stated there should be other priorities for funds, for example the libraries. S Mcindoe agreed they are not arguing against the priority of funds, they, The Three Counties Bridleway Group, will fundraise. S Mcindoe stated people walking, riding or cycling help sustainability. Cllr Everidge clarified the boundary of the UCR to be on the boundary of the Char Valley PC and the Upper Marshwood Vale PC. Cllr Peck read a letter from a parishioner in support of the reopening of the right of way, encouraging the Char Valley PC to support. Cllr Sage questioned how the residents at the Cutty Stubbs end felt having previously been very concerned. A member of the public stated the residents at Cutty Stubbs agreed to this compromise. D Newman stated he would like to see the reopening of the whole lane but agreed this is a sensible solution. Cllr Mansbridge questioned if the Environmental Agency have been asked, S Mcindoe stated 'No', that would be the next stage. Cllr Sage proposed the Parish Council support the Three Counties Bridleways Group to organise and fund, the reopening of the ford, Cllr Peck seconded, all agreed. Cllr Bailey abstained.
2644 Resolution to discuss DAPTC AGM:
Clerk read a update from Cllr Snook in her absence. Cllr Snook attended the AGM of the DAPTC on 5 November. The 3 motions for resolution put by Chideock, Iwerne Minster, St Leonards and St Ives Parish Councils were all carried. The Clerk obtained information from a company called Visionict, a leading provider of websites to Town and Parish Councils, which she would like to share at the next meeting in January. A panel of experts answered questions about the Localism Bill. The session was entitled "This meeting believes that the measures contained in the Localism Bill/Act will significantly improve the ability of Parish and Town Councils to respond to their communities' needs". One query that arose on more than one occasion was for a complete definition of the meaning of "Sustainable Development". No satisfactory answer has yet been arrived at. The meeting was well attended and finished at just after 1.00 pm.

2646 Finance:
Clerks Reports/ General Financial Matters: Clerk reported DAPTC have requested a Grit Bin policy for CVPC which they will display on the 'dorsetforyou' website. Clerk reported a bench in the Whitchurch Canonicorum Playground has been damaged, Cllr Mansbridge confirmed the Lengthsman has been notified. Clerk reported it has been suggested that persons dealing with banking should have references. Clerk reported the PSMA Maps registration lapsed back in March. E Altham, WDDC, advised to sign up to Ordinance Survey site, £10 per annum, although there is a month's free trial. Finally the clerk reported a Victim Support donation request.

Resolution to Agree Parish Council Precept for 2012/2013:
All aspects of the budget were agreed as acceptable and the final precept amount required by the Parish Council is £20,000. Cllr Rose proposed the budget as acceptable, Cllr Creed Castle seconded, all agreed. The Clerk will send the necessary paperwork to the District Council. Resolution to Discuss New Grit Bins: Three requests for Grit Bin's were discussed. The Parish Council were concerned where a Grit Bin could be located safely in Gibbs Lane, Cllr Watt to assess further. The PC stated many areas of the Marshwood Vale are dangerous in a harsh winter but the junction at Gassons Lane, Lower Street, Whitchurch Canonicorum is gritted regularly by local farmers, as it is the milk tanker route, therefore a Grit Bin at this location is not necessary. The Parish Council agreed Ryall Road could have a Grit Bin due to the steep hill. Cllr Sage proposed, Cllr Creed Castle seconded, all agreed.

Clerk read out correspondence to date, including Community Travel Exchange pilot application passed to Cllr Everidge. Jubilee information passed to Cllr Watt/Everidge. Cllr Bailey read out a public notice for Closure of Gassons Lane between 9th to 19th January. October Post log handed to all councillors.

Cllr Creed Castle reported on the November Superfast Broadband Meeting. Superfast Broadband's definition 'having a download speed equal to or greater than 24mb/sec', Cllr Creed Castle outlined the timescale, funding, infrastructure, and benefits finally stating the next stage is to conduct a survey which Cllr Creed Castle is awaiting. S Christopher proposed questions to the Parish Council which were discussed.
