2655 Resolution to approve the minutes of the last Parish Council meeting held on the 21st November 2011:
Cllr Peck stated item number 2639 should read 'Tamaris and Dyholm' not Tamarisk and Didam. The minutes were adopted as a true record; and were duly signed by the Chairman. Proposed by Cllr Peck, seconded by Cllr Gollop, all agreed.

2657 Planning Applicants Presentation: None.

2658 Planning:

Applications to consider:
Land Adjacent to A35, Morcombelake. Cllr Mansbridge introduced Cllr Murray, Chideock Parish Council Chairman. Cllr Murray discussed the Chideock Parish Council comments returned to WDDC. Further discussion followed including, concerns raised about the site being in the Area of Outstanding Natural Beauty (AONB), the site being a very prominent skyline position, 1984 Enforcement Issue is still current, observations about the site, discrepancies regarding paperwork, many members of the public having expressed concern but are in fear of reprisal. Clerk stated to date there have been 7 comments raised on Dorsetforyou website. Clerk read a letter of objection sent to the Parish Council. After much discussion Cllr Joyce proposed the Parish Council strongly oppose the Planning Application, due to all reasons mentioned above the Planning Application does not fall under any exceptions for exceptional sites. Cllr Joyce proposed the comments be returned to WDDC, Councillor Everidge seconded, All Agreed.

Mandeville Stoke Farm (Listed Building Consent), to replace a collapsed staircase, remove internal wall, and alter back door was discussed. Cllr Snook proposed recommending approval, Cllr Creed-Castle seconded, All Agreed. A late application Abbotts Wootton Cottage to install 16 solar PV panels at ground level in dwelling house garden was discussed, Cllr Snook recommended approval, Cllr Creed-Castle seconded, All Agreed.

Applications to note
The Old Brye, Wootton Lane Councillors looked at this application for an extension and alterations and had no objections to make. Griddleshay Farm, Bluntshay Lane, Whitchurch Canonicorum Councillors looked at this application to extend garage and had no objections to make.

April Cottage, Wootton Hill, Wootton Lane, Fishpond Councillors looked at this application to erect a extension and had no objections to make.

19 Meerhaye Lane, Wootton Fitzpaine, Councillors looked at this application for a extension and had no objections to make.

2659 Reports:
Cllr Snook reported that neither representative were unable to attend the last BLAP meeting, but are due to attend the next meeting in February. Cllr Snook stated on DAPTC website there is a Dorset AONB partnership written document on public safety in rural areas. Cllr Snook for Wootton Village Hall; reported two successful Artsreach productions, meeting planned for next week, there has been a change of secretary/cleaner, they are applying for a grant for a Sound System. Cllr Peck reported for Whitchurch Village Hall, meeting was held last week, fire regulations issues are being rectified, and they had a successful film night, next one due on 23rd February with Tamara Drew.

Cllr Watt reported the James Hargreaves Community Hall had successful Christmas events and the funds are currently good. Cllr Mansbridge reported the Lengthsman being warned by a DCC representative he is not allowed to put cones out without a permit, Cllr Brierley to investigate. Cllr Johnson asked if it would be possible for the Lengthsman to move the Whitchurch Canonicorum Village Hall Notice Board to near the entrance, look at the crumbling wall at the Village Hall, fit some additional play equipment parts purchased by the playgroup, to make the slippery steps safe. Clerk requested the Lengthsman to collect the grit bin from Cardsmill Farm to be positioned at Ryall Road, Clerk to email Cllr Mansbridge with location details. Cllr Rose reported a blocked drain in Stanton St Gabriel, Cllr Mansbridge to report all work required to Lengthsman.

Cllr Creed-Castle and Cllr Rose reported out of 501 Faster Broadband questionnaires being sent to parishioners, 30% have been returned completed. The deadline date has been extended to 31st January. Cllr Creed-Castle to email Clerk a poster and questionnaire for the Website. Cllr Creed Castle stated Ali Cameron has forwarded the relevant contact details for the analysed results to be sent to. Cllr Johnson reported disruptions to Cardsmill Lane due to start this week due to resurfacing. Cllr Joyce reported Becklands Lane, 75 yards towards Wootton from the Village Hall needs resurfacing, and again yards on. Cllr Mansbridge reported Stubbs Lane has still not been repaired. Clerk confirmed previously reporting via Dorsetforyou, Cllr Brierley advised Clerk to report to Dawn Atkin or Dave Maunder.

Cllr Peck reported the building work at The Hive Ryall has now been completed therefore the passing places, previously reported, now need repairing. Cllr Everidge stated disappointment with Connect response regarding the impaired visibility onto A35 eastside from Muddyford Lane. Cllr Murray stated Chideock PC have previously reported problems with this turning, stating Connect are currently undergoing exploration work of the flow of water under the road, until Connect know the cause and source of slippage they are not prepared to undergo remedial work. Cllr Murray stated Chideock PC have asked to have the eastside curb removed, it has been suggested that Phil Hardy-Bishop talks with Connect for them to either not reinstate hedge or reduce hedge eastwards.

Cllr Everidge thanked the Parish Maintenance Unit for repainting the lines previously reported and questioned whether the Lengthsman may be able to help prevent mud flows covering the same, Cllr Mansbridge to investigate. Cllr Everidge reported work still not done on the lane joining Pickaxe Cross and Shipknapp, previously reported. Cllr Everidge expressed concerns with increase Jet Skis in the area, Cllr Robinson explained it is a democratic decision to have a trial period in West Bay for Jet Skis, Cllr Robinson stated Lyme Regis also undergoing trial period and are happy, Cllr Brierley stated there have been consultation issues with Lyme Regis TC.

Cllr Watt reported a complaint made regarding Rockcliff, at the top of Gibbs Lane, extending boundary into common land. Clerk to report to Enforcement Officer. Cllr Watt asked if it was possible for the Lengthsman to deal with the nettles suppressing wild flowers in verges, Cllr Mansbridge to investigate. Action: Cllr Mansbridge, Clerk

2660 Reports:
Cllr Robinson reported bids in on Superfast Broadband, it has been agreed to fund match Dorset to Government funding. BDUK still haven't informed how to implement. Individuals may incur a cost to connect to green cabinet/optical fibre. Cllr Robinson stated schools currently have a higher Broadband speed due to being on a different circuit. Cllr Robinson stressed the importance of the Broadband Survey. Cllr Rose asked if there is a map of exchanges, Cllr Robinson reported C Summers would be a good contact.

Cllr Robinson reported the Localism Bill has now gone through Parliament and is due to be implemented in April 2012. Cllr Robinson discussed the Localism Bill and costs involved, stating currently only Cerne Abbas and Sherborne are going through the process, Cerne Abbas predict it will take until 2014 to complete. Cllr Robinson reported a complaint regarding Taylors Lane signage, large vehicles causing damage, it is in hand with DCC. Cllr Snook questioned if CVPC need to have a Neighbourhood Plan, Cllr Robinson said No, but advised whilst it would be a lot of extra work for the Councillors in their spare time it would be beneficial. Cllr Brierley reported he is still chasing the warning lights for the Telementary Unit in Cardsmill Lane. Cllr Brierley reported 16 barn fires in the last 6 months, a Fire Prevention team are touring farms in the area. Cllr Brierley as chairman of Police Authority stated the importance of the Police meeting this Friday with Inspector Darby. Cllr Brierley announced the Olympic Torch will be going through Bridport to Chideock to Lyme Regis and back to Weymouth on the 12th July. Cllr Brierley reported Charmouth's 'The Village Library Friends Committee' keep working hard to plan the running of Charmouth Library, they are resigned to the fact DCC are not going to help fund. PC Luke White reported three recent crimes, theft of sign for scrap metal, also heating oil and domestic violence. PC White advised people not to leave scrap lying around and to purchase alarms for oil tanks, retailing at approximately £250. PC White discussed the Community Speed Watch and reported it to be in its final phase.

2661 Update on Affordable Housing in Whitchurch Canonicorum:
Cllr Mansbridge read a statement from Rob Aspray. 'Occupation of the Affordable Housing will be regulated by a legal agreement under Section 106 of the Town and Country Planning Act. This will give priority to persons having a local connection. The agreement will contain a cascade arrangement which could ultimately allow a West Dorset person, who does not have a connection with the immediate locality, to occupy a property. At the present time the level of housing need in Whitchurch area is such that it would be unusual if an application succeeded from a person further afield. Cllr Mansbridge stated Oliver Letwin had been invited to attend the Public Meeting but was unavailable however, he has offered to meet with the Parish Council early February. The Parish Council are in agreement this must be an open meeting and should ideally take place once the Planning Application for Affordable Housing has been submitted, but more importantly before the Public Consultation. Clerk to contact Oliver Letwin's secretary to discuss. Following this the Parish Council expressed their disappointment that the plans had not been submitted and looked unlikely to be submitted in time for the 23rd January as they had been led to believe they would. Cllr Robinson to investigate with Rob Aspray. The Affordable Housing Public Meeting on the 23rd January, 6.30pm at Whitchurch Canonicorum Village Hall will give the opportunity for Parishioners to raise questions regarding the Affordable Housing.

2662 Discuss Localism Bill:
Cllr Peck reported on their meeting held 17th November, same week as the Annual Assembly. Cllr Peck reported the importance of getting involved, empowering local communities in important areas, namely planning. Cllr Peck stated the aspiration Parish Plan is put forwards to Neighbourhood Plan in order to implement decisions. Cllr Peck stated it is a big responsibility. Cllr Snook questioned how different areas which may conflict in future plans would work. Cllr Gollop questioned the time line. Cllr Robinson stated it will not be launched until it is proven therefore it is a long way off. District Plan is due later this year but it is still being debated, they are due to write to government stating concerns still to be negotiated. Cllr Peck suggested 'The Guide to Localism' being added to the website. Clerk stated details of an upcoming consultation on Localism for Councillors.

2663 Discuss Hospital Parking:
Cllr Everidge reported on the poor parking facilities around Dorchester Hospital. Cllr Everidge expressed interest to hear the outcome of the Consultation planned to review the current situation and recommend how improvements can be made to cater for the 1212 Olympics. Will this further be deployed to meet the shortfall already experienced by local residents?

2664 Discuss Jubilee:
Cllr Snook reported Wootton Fitzpaine are holding their Annual Fete to commemorate on the 4th June. Cllr Peck suggested a bench for Goodens Hill. Cllr Sage suggested planting trees. Cllr Joyce suggested a street party. D Newman suggested a new peace of Playground Equipment for Whitchurch Canonicorum Playground. Cllr Peck agreed it would be good to do something for the younger generation. The possibility of a grant to finance was questioned. It was agreed to discuss in more detail at next month's meeting.

2665 Discuss improving communications:
Cllr Peck discussed increasing communication between the public and Parish Councillors. Cllr Peck offered to hold a surgery once a month, Cllr Gollop offered to share this responsibility. Cllr Joyce expressed concerns that this would leave the Parish Councillors open to scrutiny especially if they are on their own, other councillors were concerned no one would attend. Cllrs Peck and Gollop suggested a trial period. Cllr Johnson and Cllr Watt suggested writing in the Char Chat encouraging parishioners to contact the Parish Councillors / Clerk should they have any concerns. Cllr Mansbridge suggested suggestion boxes. Cllr Everidge suggested the Parish Council should write to Oliver Letwin with regards to Parishioners confidentially being protected with regards to Planning Application comment.

2666 Discuss installing a Notice Board at the higher end of Whitchurch Canonicorum:
Clerk confirmed Palmers have granted permission. Clerk also stated an Oak notice board to fit 4xA4 pieces of paper would cost £380. Councillors agreed a bigger notice board was required. Clerk to gain quote for a notice board to fit 8xA4 pieces of paper. Cllr Mansbrige to also request a quote from another source. Action: Clerk, Cllr Mansbridge

2667 Finance:
Clerks Reports/ General Financial Matters:
Clerk reported Clerk's printer has stopped working and has been advised to purchase a new one. Cllr Everidge proposed the Clerk to purchase an industrial printer retailing around £150.00, Cllr Watt seconded, All agreed.

Clerk asked if the PC were happy to continue with one copy of LRC to share, Parish Council agreed this to be acceptable. Clerk requested a Grit Bin policy for CVPC to be displayed on the 'Dorsetforyou' website. Cllr Joyce suggested a deadline date for applications to Parish Council. Clerk to compose policy. Cllr Snook suggested a review of all grit bins every other year. Cllr Mansbridge stated the Lengthsman checks all grit bins regularly. Clerk reported the CVPC are now registered with PSMA.

2668 Correspondence:
Clerk read out correspondence to date, including Somerset Minerals Consultation letter passed to Cllr Rose; DCC Temporary Road Closure A3052 Notice; Bridport Town Council Government announcement that the Portland Coastal Helicopter would be taken out of service from 2017, Clerk to write to Secretary of State of Transport; Weymouth and Portland Borough Council Housing services; Public Notice of Temporary Road Closure of various roads Marshwood Vale; Letter from Oliver Letwin to Chairman. November and December Post logs handed to all Councillors. It was also agreed for Post Logs to be distributed, where possible, via email in future to reduce costs.

2670 Date of Next Meeting:
Public Consultation to discuss Affordable Housing 23rd January at 6.30pm at the Whitchurch Canonicorum Village Hall. Next Full Council meeting 13th February at 7.30pm at the Whitchurch Canonicorum Village Hall.

2671 Matters of Urgency:
Clerk discussed dates of training for Councillors within 2012. It was confirmed Cllr Creed-Castle and Cllr Snook would attend the Police consultation with Inspector Darby on Friday the 13th January. Cllr Joyce would attend Dorset Community Action training on lottery bids 28th February. Cllrs Everidge, Gollop, Rose and the Clerk would attend the meeting on Localism in Kilmington on the 31st January.
